P CASWELL PARK)/ 93-13 ISSUE A preliminary plat to subdivide 5.5 acres into 3 industrial lots. LOCATION Immediately north of County Road No. 1 and south of Meadowvale School. ZONING/LAND USE II (Light Industrial)/ LI (Light Industrial) ATTACHMENTS e Location Map, Zoning Map, Preliminary Plat OVERVIEW The proposed plat is being processed as an administrative subdivision, which does not require Planning Commission review unless recommended by the City Council. Although the process involves preparation of preliminary and final plat, the approval time is expedited. If the Council approves the preliminary plat, the final plat will be prepared in accordance with Council recommendations. Staff will review the final plat and have the Mayor and City Attorney sign the plat prior to recording with Sherburne County. ANALYSIS The proposed plat involves 5.5 acres of vacant property directly in front of Meadowvale School. This property was not included in the purchase by the school district for the construction of Meadowvale School. The property's current zoning provides for the subdivision and development of the property for industrial purposes. e P.O. In addition, United Power Association (UPA) has a 55 and 73 foot easement that encumbers all three lots in one way or another. However, all three lots can be developed even with UPA's easement present. As part of this plat, previously recorded street and utility easements will be dedicated on the plat which will clearly and conveniently document public road ways and utility easements within this area. ACCESS All three lots have adequate access from a City street and will not need access directly on County Road No.1. Therefore, to preserve the integrity of this limited access, the plat has reflected a "no access" notation that will be made part of the plat and recorded on the final plat. UTILITIES Sanitary sewer and water are available to all three sites, however, Lot 2, Block 1, and Lot 1, Block 2, will need to access the water main in the street to extend service to the property. This will be an additional cost to the builder when these lots are developed. The sanitary sewer along County Road No. 1 was previously installed privately. It is recommended this particular line be inspected and accepted by the City as a public utility. PARK DEDICATION The subdivision ordinance presently does not require park dedication on industrial property. Therefore, no park dedication will be required. The City Council may wish to have staff and the Planning Commission research the possibilities of establishing park fees for industrial development to assist in funding park improvements. . e e Meadowvale Commercial Park October 18, 1993 Page 3 -------------------------- RECOMMENDATION The plat has been prepared in accordance with the 11 standards and subdivision regulations. Therefore, it is recommended the City Council approve the preliminary plat for John Oliver and Lynn Caswell with the following condition: 1. THE FINAL PLAT BE PREPARED IN ACCORDANCE WITH PRELIMINARY PLAT AND SUBMITTED TO THE CITY APPROPRIATE SIGNATURES PRIOR TO RECORDING SHERBURNE COUNTY. THE FOR WITH 2.
