SEWER AND WATER STUB-!INS POLICY

This past summer, the City Council and Utili tiies Commission
both passed motions which changed the policy regarding sanitary
sewer and water services being stubbed-in to new subdivisions.
The previous policy was that these services wer~ stubbed-in to
the edge of the public right-of-way. The new policy approved
by the Commission and Council was to have these municipal
services stubbed-in to the outer edge of the easements. This
essentially required that the stub-ins be extended
approximately ten more feet into the front ya~ds of future
homesites. .

The sewer and water utilities are installed qeeper than the
other utilities and the sewer and water ~tilities are
perpendicular to the other utilities. By this I mean the sewer
and water runs from the street directly into thei home, while
the electric, gas, Cable TV, etc., run along th~ street in the
front yard easements.
Previously, the water and sewer would be stubbed- iin to the edge
of the right-of-way, then the electric, gas, Cable TV, etc.,
utilities would be put into the easement. Then when a house
was built, the sewer and water would have to be eixtended and go
underneath these other utilities. The conflict in this process
was difficult to eliminate and one solution was to extend the
sewer and water further during the initial s'tages of the
development. This solution was accepted by ~he Council and
Commission. This solution also carries and extra IcoSt for the
developer; however, this developer cost is less ~han the future
homeowner cost as the conflict with the utilities that run
perpendicular to the sewer and water line is eliminated.
If the electric, Cable TV, gas, etc., were installed in
right-of-way and not in the easement, then there would be
need to have the sewer and water extended beyond
right-of-way. However, when these utilities are placed in
easement, the conflict exists unless the sewer and
utilities are extended to the easement boundary.

Developer Rick Foster has requested that the Council reevaluate
the current City policy and will be in attendance at this
meeting to discuss his concerns.

RE: SEWER AND WATER SERVICES
Gentlemen:
Recently the suggestion has been made at the staff concept review meetings for sanitary sewer
and water services in new plats to be extended beyond the right-of-way line ito the outer edge of
the front yard drainage and utility easement. The reason for this suggestion ls the sanitary sewer
and water services are typically put in first, then the other utilities sucn as telephone, gas,
electric, and cable TV are put in the boulevard or utility area. Finally, a homeowner comes to
build a new home and oftentimes has to dig through the other utilities to get to the sewer and
water service. If the sewer and water service are extended to the outer edge! of the drainage and
utility easement, then it is clear digging between the new home and these liltilities. Therefore,
there should be no concern about conflicts between gas, electric, telephone~ or cable TV; when
extending services to a new home.
On the recent Heritage Development project, this concept was wholehearreply endorsed by the
developers and the project is proceeding that way. On another lecentproject, the developer was
not in favor of extending services beyond the right-of-way because of ithe additional cost
associated with the 10- foot extension of each sanitary sewer and water sertice. Because there
was no policy in effect, we were forced to follow previous policy and only' extend the services
to the property line.
We believe that the suggestion to extend sanitary sewer and water systems 110 the outside of the
front yard easement is a good one. We believe that the only exception sh~uld be areas where
it would require removal of trees to extend to this point. Therefore, we wopld recommend that
both the City Council and the Utilities Commission be asked to make this a policy of the
respective bodies that the services be extended to that point. This will g~ve us the ability to
require this of developers in the future.
