RE: 221st Avenue Construction Bids
Dear Council Members:
On Monday, September 20, 1993, bids were opened for the realignment and reconstruction
of 221st Avenue in the northern part of the City. There were a total of four bids. The
following table provides a list of the bidders and their bids.

Since the opening of the bids, City staff has been working with the two landowners in
question to review the proposed realignment and to secure the necessary easement documents.
We have also been working with the landowners in an attempt to secure Class 5 material to
help reduce the total cost of the project. At this point in time we have not yet completed
these processes and feel that the low bid, which is slightly over $100,000, is too high to
proceed with at this time. We believe that given a little more time to work with the property
owners, we will be able to get cooperation from them which should help to reduce the total
cost of the project. Therefore, at this point in time, City staff is recommending that all bids
be rejected and the project be reconsidered in 1994. I have prepared a draft resolution
attached for your consideration which rejects the bids.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION REJECTING THE BIDS AND AUTHORIZING
RETURN OF THE BID BONDS IN THE MATTER OF THE
22151 IMPROVEMENT OF 1993
WHEREAS, pursuant to City Council direction, competitive bids were solicited and
received for the 221 st Avenue improvement as set forth in the bid
tabulation attached hereto and incorporated herein by this reference; and
WHEREAS, the City Council has considered the amount of the bids and determined that
the cost of the improvements is outside the project budget;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. All bids submitted for the 221st Avenue improvements are hereby rejected.
2.
The City Administrator is authorized and directed to forthwith return to all bidders
the deposits made with their bids.
