SUBJECT: HIGH SCHOOL STUDENT USE OF LION'S
PARK PARKING LOT
In early October, District 728 expanded their parking lot
between the Senior High and Vandenberge Junior High. This
appears to have reduced the number of students using Lion's
Park parking lot. During the past seven school days, the
Lion's Park parking lot has not been over half full at any
time. The Street/Park Department is proceeding with the
installation of four signs that will restrict parking to four
hours or less, but it is my feeling that at this point, the
parking is no longer an issue. I will continue to monitor the
parking lot usage and if there appears to be a problem I will
bring it to the Council's attention.

The City Council should formally approve a motion calling for
the installation of the four signs in this parking lot. Please
see the attached September, 1993 Park and Recreation Minutes on
this issue.
Regarding any concern by the Councilmembers about City
liability for students parking in Lion's Park and crossing
School Street to their school facility, it is not believed that
there is any liability on the City's part. However, if some
liability exists, our liability would not be less if we put
four hour maximum parking limitations in this area.

COMMISSIONER OLSON MOVED THAT THE PARK AND RECREATION COMMISSION WOULD
LIKE TO PARTICIPATE IN THE COMMUNITY SURVEY INCLUDING QUESTIONS ABOUT
PARK USAGE, TRAIL SYSTEMS, AND CITY SPONSORED RECREATION ACTIVITIES
DONE THROUGH THE AREA WIDE RECREATION PROGRAM. COMMISSIONER O'BRIEN
SECONDED THE MOTION. THE MOTION CARRIED 6-0.
6. Discuss Woodland Trails Park Development
It was the consensus of the Park and Recreation Commission to postpone
this discussion until 10/13/93 due to the late hour.
7. Update on MnDOT/Big Wheel Rossi Tree Agreement
Phil Hals gave a brief report on the MnDOT negotiations with Big Wheel
Rossi. The City is to receive $5,000 in cash which is to be used for
the purchase of landscape materials. The free use of a MonOT landscape
designer to do landscape plans was also offered by MnDOT. The money
and design help may be used on any City property.
8.
Staff Updates Continued
The issue of selling Moldenhauer Park was discussed briefly and Chair
Anderson suggested that this issue be placed on the October Park and
Recreation Commission agenda.
Phil Hals stated that he had received a citizen complaint about the
lack of parking during school days in the west lot at Lion's Park. A
brief discussion was held.

Phil Hals passed out copies of the final plan for the Jackson Square
parking lot improvement and the plan for the parking lot improvement
that is planned for the lot between Highway 10 and the railroad tracks
for the Commission's information.
