SUBJECT: REVIEW OF BOARD AND COMMISSION
REAPPOINTMENT POLICY
At the October 4, Council meeting, the City Council voted to
adopt a policy that would eliminate automatic reappointment of
commission and board members. All commission and board members
that request reappointment would have to reapply for the
position. The individual would be expected to go through the
same channels as those applying for the position; i.e. fill out
an application and be interviewed by the City Council. All
positions would be advertised in the Elk River Star News and/or
"The Current" newsletter. The purpose of this policy was to
develop a consistent policy for board and commission
appointments and to keep the door open for new applicants.

In an attempt to maintain the consistency, staff has drafted a
policy which I believe follows the Council's directions from
the October 4, meeting. I would request that the Council
review this "draft" policy and adopt the policy as is or as
amended by the Council.
Also attached to this memo is a list of commission and board
terms that will expire on December 31, 1993. If it is the
Council's desire, I will notify all of the individuals of the
Council Policy that was adopted and request them to reapply for
the position, if interested. I will also inform them that the
position will be advertised and open to all who wish to apply.

BOARD AND COMMISSION APPOINTMENT POLICY
Adopted by the Council on October 4, 1993
*ALL CURRENT BOARD AND COMMISSION MEMBERS WHOSE TERMS EXPIRE
WILL BE INFORMED OF THIS POLICY IN WRITING.
*ALL CURRENT BOARD AND COMMISSION MEMBERS WHOSE TERMS HAVE
EXPIRED, AND WHO WISH TO REAPPLY, SHALL FOLLOW THE SAME
PROCEDURES AS OTHER APPLICANTS APPLYING FOR THE POSITION.
THE PROCEDURES ARE LISTED BELOW.
PROCEDURE:
1. All board and commission expirations and vacancies will
be advertised in the Elk River Star News and/or "The
Current" newsletter.
2.
All applicants will be expected to fill out an
application, or submit a resume or a letter requesting
appointment by the deadline date listed.
3. The Council will review all submitted applications.
4. The Council will interview a maximum of three candidates
for each vacancy, depending upon the number of
applications received.
5. If an applicant does not receive an interview he/she will
be notified in writing.
6. The Council will make the appointments as desired.
7. Applications of all applicants that were not appointed
will be kept on file for one year. If there is a vacancy
during the year, the Council may make an appointment from
those applications on file without further interviews.
8. Applicants whose applications are on file for the one year
holding period, that wish to apply for a term the
following year, must reapply.
