SUBJECT: CODE AMENDMENT REQUEST BY THE CITY
OF ELK RIVER/PUBLIC HEARING, CASE

REQUESTED ACTION
Consider an amendment to the City Code allowing therapeutic
massage and sauna establishments as conditional uses in
commercial districts and as a home occupation in accordance
with the standards set forth in Section 900.25.
PLANNING COMMISSION REVIEW

At the October 28, 1993, Planning Commission meeting, the
Planning Commission tabled the request for a code amendment to
allow them the opportunity to review the therapeutic massage
and sauna establishment ordinance recently approved by the City
Council. The Planning Commission's concern was to ensure the
therapeutic massage and sauna establishment ordinance did not
have any conflict with the Sexually Oriented Land Use Ordinance
adopted by the City.
RECOMMENDATION
Table the proposed code amendment to the December 13, 1993,
City Council meeting.
