At a later date, Street/Park Foreman, Mark Thompson, spoke to the complainant and we both told them basically the same thing. 1. The curbing in this whole section of town is old, it was installed by the W.P.A. program, prior to 1940, and is in a serious state of decomposition. 2. There is nothing that can be done to repair the existing curb from a maintenance standpoint. 3. The only curb replacement construction techniques that I am aware of require removing a 4 to 6 foot section of street for installation of a new curb and gutter. . 4. The sidewalks in this section of town are, for the most part, due for replacement. I will be in attendance at this meeting for any further discussions regarding this matter. . P.O. November 23, 1993 File: 230-000-00 Mr. Pat Klaers I City Administrator City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: MAIN STREET/TIPTON AVENUE INTERSECTION Dear Mr. Klaers: About a week ago, Councilmember Dietz asked me to review the intersection of Main Street and Tipton A venue relative to the stop sign control. As you are aware, currently that is a T -intersection with Main Street being the east and south legs, and Tipton Avenue being the west leg. Main Street has a substantially higher traffic count that Tipton Avenue. At this point in time, the intersection is set up with an all-way stop sign situation. Therefore, all vehicles must stop except for vehicles heading eastbound on Main Street coming across the bridge. These vehicles have a free right-turn with a yield condition. There are two alternatives the City could consider in changing the traffic control pattern at this intersection. The first and less desirable of the two would be to remove the stop signs for westbound Main Street and Tipton A venue. This would provide for free movement from Main Street ~tound to the left turn movement needed to cross the Elk River Bridge. This would also provide for a free movement through the intersection for those few vehicles each day that access it from Tipton Avenue. The second alternative, which we would recommend if there is to be a change, would be to remove the stop sign for westbound Main Street. This would provide for free left turning movements for those westbound vehicles on Main Street. This would still require the few vehicles a day on Tipton A venue to stop prior to entering the intersection. In this scenario, perhaps a supplementary sign could be added to the Tipton A venue stop sign which would indicate oncoming traffic does not stop.
