**The Library Board and Planning Commission each have one
member resigning. Because there were no applications submitted
for the Library Board or Planning Commission, each will be
short one member. Library Board Member Don Robinson indicated
he would continue to serve until someone has been appointed to
replace him. I would suggest that the Council extend the
application deadline for these two positions.
After reviewing the enclosed applications, the Council may
either set interview appointments with each applicant, or
decide only to interview a selected number of applicants. For
instance, because there are no "new" applicants for Utilities
Commission, the Council may decide to reappoint the existing
member who has requested reappointment without interviewing.
The Council should note, however, that it may interview the
applicants requesting reappointment whether or not there are
new applicants applying for the position.
The Park and Recreation Commission and the EDA are the only two
Commissions who have applicants other than those existing
members requesting reappointment.
After reviewing the above information, the following decisions
should be made:
1. The number of the applicants to be interviewed.
2. The date and time for interviews.
3. Whether or not to extend the deadline for the Library
Board and the Planning Commission.
4. The date appointments will be made.
Because there will be an EDA meeting on January 10 and an HRA
meeting on January 11, it may be appropriate to have
appointments for these positions made by these meetings dates.
The Board and Commission policy is enclosed for reference.

*ALL CURRENT BOARD AND COMMISSION MEMBERS WHOSE TERMS EXPIRE
WILL BE INFORMED OF THIS POLICY IN WRITING.
*ALL CURRENT BOARD AND COMMISSION MEMBERS WHOSE TERMS HAVE
EXPIRED, AND WHO WISH TO REAPPLY, SHALL FOLLOW THE SAME
PROCEDURES AS OTHER APPLICANTS APPLYING FOR THE POSITION.
THE PROCEDURES ARE LISTED BELOW.
PROCEDURE:
1. All board and commission expirations and vacancies will
be advertised in the Elk River Star News and/or "The
Current" newsletter.
2.
All applicants must complete an "Application for
Appointment to City Board or Commission" and submit the
application by the deadline date.
3. The Council will review all submitted applications.
4. The Council may interview a maximum of three candidates
for each vacancy, depending upon the number of
applications received.
5. If an applicant does not receive an interview he/she will
be notified in writing.
6. The Council will make the appointments as desired.
7. Applications of all applicants that were not appointed
will be kept on file for one year. If there is a vacancy
during the year, the Council may make an appointment from
those applications on file without further interviews.
8. Applicants whose applications are on file for the one year
holding period, that wish to apply for a term the
following year, must reapply.

HONORABLE MAYOR HANK DUITSMAN AND COUNSEL MEMBERS JOHN DIETZ,
ROGER HOLMGREN, CECILIA SCHEEL & LARRY FARBER:
As requested by Staff, I have solicited letters from Park
and Recreation Commission Members Sue Daleiden and Clair Olson
regarding their intentions as to whether or not they will be
seeking re-appointment to the Commission. Their letters are
attached.
From a chairman's point of view, I would recommend their
re-appointment. Sue and Clair have good attendance records and
with only one exception that I can remember, always call if they
either cannot attend a meeting or are going to be late.
Sue is very oriented to the outdoors. She honestly voices
her thoughts and gives a good deal of input to the issues we are
discussing. Her "fresh" views are an asset to the Commission.
Clair brings a high level of common sense to the
Commission. He will listen to all sides of a discussion and
then relays his views which quite often end up being expressed
in our consensus recommendations and motions.
I would also like to be considered for re-appointment to
the Commission. I have been a Commission member for almost six
years and Chairman for the last two years. I have a thorough
knowledge of the Elk River Parks, their operation and recreation
programs.
During my years on the Commission, our group has evolved
both in membership and function. Six years ago the Commission
was reorganized after a period of low activity. Initially, we
were very reliant on staff and basically rubber stamped their
recommendations. Over the years, staff has assisted us in
becoming less demanding of their time and more independent. In
my opinion, our current group is very capable of making good
decisions on Park and Rec issues for recommendation to the City
Council.
Like the Commission, my individual role has evolved from
one of being lead through discussion and learning, to my current
position as Chairman. I initially had no aspiration to become
Chairman, but there was an apparent lack of leadership in the
group and lack of commitment of some of it's members. If I am
reappointed, I view my role on the Commission as continuing to
change as some of the newer members get more deeply involved.

Currently our Commission is in a very critical period
because of rapid city development. With our area being
predicted as the fastest growing in the State over the next 25
years, the guidance that we give you and the decisions that you
make in the next few years are going to set the course for our
Parks and Trails System for the foreseeable future. To aid in
this process, I am continuing to work with Staff to prepare an
amendment to the Master Park Plan that will put more detail to
our plan regarding size, location and function of Parks and
Trails in the rapidly developing sewer and water district. A
working draft of this proposal will be ready for our November
meeting.
If reappointed, my goals as a Commission member are to work
hard to continue the progress we are making toward establishing
a Parks and Trails System that will suit the needs of the more
densely populated city that we are rapidly becoming. The area
of highest priority for me, for which the need was identified in
our citizen survey and is the single issue I most often hear
from people, is the development of a paved trail system for safe
pursuit of linear recreation needs for all ages.
I have put a lot of energy and time into the Park and
Recreation Commission and the parks themselves and find it a
challenging, but rewarding, experience. Thank you for your
consideration.
