Main street/Tipton Avenue Intersection
It was brought to my attention a couple weeks ago that the City
Council was considering a request to remove the stop sign for
westbound Main st. at Tipton Ave. Currently, this intersection is
controlled by a stop sign from all directions except a yield sign
for eastbound Main st.
During the past several years, this intersection as currently
controlled has functioned very well. I feel if this sign is
removed, we will create a very dangerous situation.
I am, therefore recommending that the stop sign for westbound Main
st. remain. If you have any questions, please see me.

RE: MAIN STREET/TIPTON A VENUE INTERSECTION
Dear Mr. Klaers:
About a week ago, Councilmember Dietz asked me to review the intersection of Main Street
and Tipton A venue relative to the. stop sign control. As you are aware, currently that is a
T -intersection with MainStreet being the east and south legs, and Tipton Avenue being the
west leg. Main Street has a substantially higher traffic count that Tipton Avenue. At this
point in time, the intersectionis set up with an all-way stop sign situation. Ther:efore, all
vehicles must stop except for vehicles heading eastbound on Main Street coming across the
bridge. These vehicles have a free right-turn with a yield condition.
There are two alternatives the City could consider in changing the traffic control pattern at
this intersection~ The first and less desirable of the two would be to remove the stop signs
for westbound M~treet and Tipton Avenue. This would provide for free movement
from Main Street ound to the left turn movement needed to cross the Elk River Bridge.
This would also provide for a free movement through the intersection for those few vehicles
each day that access it from Tipton A venue.
The second alternative, which we would recommend if there is to be a change, would be
to remove the stop sign for westbound Main Street. This would provide for free left turning
movements for those westbound vehicles on Main Street. This would still require the few
vehicles a day on Tipton Avenue to stop prior to entering the intersection. In this scenario,
perhaps a supplementary sign could be added to the Tipton A venue stop sign which would
indicate oncoming traffic does not stop.

with Phil Hals to accomplish the change. Please let us know how you would like us to
proceed with this issue.
