SUBJECT: REVIEW JANUARY/FEBRUARY MEETING
SCHEDULE
The City Council needs to begin thinking about its winter 1994
meeting schedule.
Appointments At this time it appears that limited extra
meeting time will be required by the Council to hold interviews
for the Boards and Commissions. As necessary, the Council can
do this during regular meetings, probably from 6:00 to 7:00 p.m.
Annual Reports The presentation of Annual Reports will
begin in later January, 1994. We will need to keep the 6:00 to
7:00 p.m. - one hour time frame open for these reports. There
are twelve Annual Reports and on some nights we can get two of
them in while on other nights the Annual Report may exceed one
hour with Council discussion.

CIP- As a continuation of the CIP that was done last winter,
we will need to meet and discuss 1994 plans. We should be able
to develop our 1994 work plan in two meetings. It is
recommended that we use the January 17th holiday and February
21st holiday to hold our CIP worksessions. These worksessions
will most likely exclude the "big three" engineering items as
outlined below.
WWTS Expansion, Storm Drainaqe Plan, and Traffic Study - Last
year the City Council held a Saturday worksession to review
these three issues. Since that time the City Engineer has
completed a lot of work on these projects and the Council has
received various updates from him on the status of the work
programs in these areas. Sometime this winter we need to meet
and finalize the traffic comprehensive plan; continue our
progress in finalizing a storm drainage plan and in
implementing the needed 1994 improvement projects plus
approving the proposed storm drainage funding sources; and also
analyze the finances and timing for a WWTS plant expansion.

East Hiqhway 10 This topic cannot be discussed without a
working knowledge of the status of the WWTS expansion plans for
the plant. Attached for your review is a 12/15/93 memo from
the City Engineer on the results of the survey that was sent to
the East Highway 10 property owners. A large map will be
available at the Council meeting for review. The memo is
really much easier to understand when looking at the map. The

numbers in the survey results do not tell the whole story and
these figures need to be discussed more thoroughly for a
complete understanding of the situation along East Highway 10.
This is an agenda item that can be done at any meeting, but
again is related to the plant expansion project.
Assessment Manual - As discussed a number of times in 1993,
the Assessment Manual needs numerous updates and a complete
re-evaluation of all of the assessment policies and
procedures. This will be a very time consuming and complicated
topic. Staff will need at least a few hours to review how
things are done and what the Assessment Manual states. At a
subsequent meeting, after considering all of the issues, we
will need another few hour discussion with the Council on the
changes that are desired.
A joint City Council/School Board meeting has tentatively
been scheduled for 1/24/94, however, the Mayor is out of town
at this time and we may need to reschedule this meeting to
1/31/94 if this is acceptable to the School Board.
We need to schedule a joint meeting with the County Board to
discuss issues of mutual concern and, specifically, the status
of the fairgrounds and the County ditch system.

Typically during the winter, the City Council has a joint
meeting with the Planning Commission and with the Park and
Recreation Commission. I am not sure about the length needed
for the joint meeting with the Planning Commission, but I know
that the joint meeting with the Park and Recreation Commission
will take a full evening. Also, as the Library expansion
project moves forward, the Council may want a joint meeting
with the Library Board to discuss and review this project.
Over the past few years, there has been periodic discussion
regarding the need for a City Council meeting with the Council
or Boards of our neighboring communities. This includes Big
Lake Township, the City of Ramsey, and the City of Otsego.
Typical issues of discussion at joint meetings relate to park
and trails, compatible land uses, the transportation system,
and overall development issues.
Attached for your information is a draft of the January, 1994
calendar.

RE: EAST TH 10 SURVEY RESULTS
Dear Mr. Klaers:
As requested, we have compiled the results of the surveys sent out along the east TH 10
corridor regarding the extension of City utilities to this area. There were a total of 40
questionnaires sent out. This includes 37 within the specified area that the Informational
Hearing was held for and 3 individuals who showed up at the Informational Hearing but are
outside of that area. These 40 property owners represent 64 individual parcels of property.
Of the 40 surveys sent out, 20 were returned, representing 34 individual parcels of
property. Attached is a copy of the survey that was sent out, and the following is a
summary of the returned surveys:

Total surveys returned = 20 (34 individual parcels).
Eight surveys returned representing 20 parcels favoring utilities in 1996.
Eight surveys represent 20 % of total surveys and 40 % of returned surveys.
Twenty parcels of property represent 31. 3 % of total property and 58.8% of
returned property.
Twelve surveys returned representing 14 parcels of property favoring utilities in
2003.
Twelve surveys represent 30% of the total surveys and 60% of returned
surveys.
Fourteen parcels represent 21.9% of the total parcels and 41.2% of returned
parcels.

Attached is a map of the area with coloring showing the various parcels that have returned
their surveys and an indication of whether they favored sewer in 1996 or 2003.

There are several ways that the City Council may consider proceeding with this project.
They are as follows:
1. Hold another Informational Hearing with a larger group of property owners.
2. Send out another survey to a larger group of property owners.
3. Initiate work on updating the original feasibility study for extending sewer and water
to this area, followed by Informational Hearings and/or additional surveys. If this
option is chosen, specific direction will need to be given as to what area is to be
served by utilities.
Please advise me how you would like to proceed with this issue.
