TIle City of Elk River, on bellalf of the Heritage Preservation Conunission (HPC), applied for a grant in
tlle amount of $15,150 from the State Historical Preservation Office (SHPO) to continue tlle
archaeological \vork at the Hoebellleinrich property off T\vin Lake. The grant \vas denied because the
\vork is not a program acti\rity eligible for Historic Preservation Fund (HPF) grant assistance through tlle
Certified Local Go'vernment (CLG) grant program. The reasoning for the denial is because \vork \vas
done at this site in 2005 and tlle grant does not allo\v for further testing at the same site.
Discussion
Approximately 200 indi"\liduals attended last year's exca,ration, \Vitll half spending at least 4 hours getting
11ands-on experience. TIle project \vas offered to '~lolunteers for t\vo consecutive \veekends. The City
\vas able to recei,re donations from area businesses for food and be\rerages. The individuals '\vere sur~leyed
to determine if there \vas enough interest to pursue anotller project in 2006. The o\renvIlelrning response
\vas to continue the '\vork in 2006. The HPC and St. Cloud State Uni\7ersity (SCSU) belie,re this is a
public educational opportunity rarely matched in the State and belie,re this \vork to be ,raluable to the
C01TIffiUmty and should be continued.
TIle HPC, along \Vitll St. Cloud State University (SCSLT), discussed pooling tlleir monies together to
continue the \vork. The HPC llas $5,000 budgeted for this \vork and SCSU \vill match the $5,000. Dr.
Rotllaus is \\Tilling to donate Ius time, \vluch is \vorth $50/hour. There is still a need for additional paid
arcllaeologists to continue tlus \vork. Once the \vork is completed, additional time and lnoney are spent
on reporting the data, soil testing, dating tlle materials found, etc. The $10,000 does not allo\v for the
\vork to be adequately completed nor does it allo\v many opportunities for the "volunteers to recei,re
l1ands-on experience. The businesses on the attaclled resolution ha"ve made it possible to continue the
arcllaeological \vork.

of Elk River and the Heritage Preservation
Commission. I realize the events I partici-
pate in may involve digging, lifting, and
other physical activities which involve a
risk level that I recognize and am comfort-
able to assume.

engaging in the activities of the dig at my
own risk.
