CONSENT AGENDA
INTRODUCTION
In an effort to conserve time at Council meetings, I would like
to introduce the idea of a "Consent Agenda."
BACKGROUND
A consent agenda contains routine items which are not
controversial in nature and which do not need further
discussion. In essence, the Council approves a group of items
that are clearly marked on the agenda by one motion. Separate
discussion is not held on any items on the consent agenda. If
the Council, staff, or a citizen requests discussion on a
consent agenda item, that item will be removed from the consent
agenda and will be considered separately. Any item may be
removed from a consent agenda for any reason.
An example of items that could be considered on the Consent
Agenda are as follows:

Approval of Licenses
Pay Estimates
Approval of Minutes
Annual Business Items
Setting dates for public hearings
Check Registers
Special Assessment Reapportionments
Calling of Special Council Meetings
Remember that any item may be removed from the consent agenda
at any time for any reason.

resolution, these items will be treated as normal agenda items.

RESOLUTION 94 -
RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ESTABLISHING A CONSENT AGENDA FORMAT
FOR CITY COUNCIL MEETINGS
WHEREAS, in an effort to conserve time, the City Council has
authorized the establishment of a Consent Agenda
format; and
WHEREAS, the Consent Agenda will contain routine items which
are not controversial in nature and which do not need
further discussion; and
WHEREAS, if discussion is desired, the agenda item must be
removed from the Consent Agenda and considered
separately; and
WHEREAS, any item may be removed from the Consent Agenda for
any reason; and
WHEREAS, the title of each item on the Consent Agenda may be
read aloud before action is taken; and
WHEREAS, those items on the Consent Agenda shall be approved,
adopted, accepted, etc. by one motion of the City
Council as follows:
"I move that the Consent Agenda be approved;"
and
WHEREAS, if one or more items are to be removed from the Consent
Agenda, the motion to approve shall be as follows:
"I move that the Consent Agenda be approved with the
exception of item(s) ;"
and
WHEREAS, those items so approved under the heading of "Consent
Agenda" will appear in the Council minutes in their
proper form, i.e. resolution vacating easement, etc.
NOW, THEREFORE, BE IT RESOLVED, that the Elk River City Council
establishes the above "Consent Agenda Format" for City
Council meetings.
