SUBJECT: COMPOSITION OF THE EDA BOARD
INTRODUCTION
At its November meeting, EDA Commissioners discussed the
composition of its Board which is currently comprised of the
five elected Councilmembers and two non-elected residents who
serve in an at-large capacity. Discussion centered on the
concept of adding one or more non-elected residents to serve on
the EDA. Following discussion on this matter, EDA President
Jeff Gongoll requested that the EDA Commissioners who are also
the five elected Councilmembers reflect on the EDA's
composition and discuss it again at the Council's meeting on
January 3, 1994.
BACKGROUND/DISCUSSION

In November and December of 1992, EDA Commissioners and the
City Council discussed the concept of adding at least one more
non-elected resident to serve on the EDA. This discussion
progressed to a December 7, 1992, City Council public hearing.
The hearing was continued to February 1, 1993. It was the
consensus of the City Council for the EDA to remain as a
seven-member Commission comprised of five elected members and
two non-elected members for at least one year. It was
generally agreed that this issue would be discussed again in
the future - at some time prior to the next election. A
discussion on the statutory provisions of an EDA composition
follows.
An EDA may be comprised of either three, five, or seven
Commissioners. A three-member EDA must include at least one
member of the City Council; a five- or seven-member EDA must
include at least two members of the City Council. To that end,
should Councilmembers choose to modify the EDA's composition,
it may add one, two, or three more non-elected residents to
serve in an at-large capacity.
Should this initiative move forward, the City Council must
modify the EDA's enabling resolution. This requires a public
hearing - and the notice of the hearing must be published in a
newspaper of general circulation within the City once a week
for two consecutive weeks. The first publication must appear
not more than thirty days from the date of the public hearing.

Pursuant to President Gongoll's request, the City Council is
respectfully requested to consider modifying the composition of
the EDA by adding at least one more non-elected resident to
serve in an at-large capacity.
