Dear Ms. Johnson:
As we discusseq, this memo will give you a brief outline of the various issues that I will be
prepared to discuss at the City Council workshop on Saturday, January 8, 1994. They are
as follows:
1.
Wastewater Treatment Plant
I will be prepared to update the City Council on the status of the interim improvement
scheduled for construction in 1994, the major improvements to the treatment plant and
also the outcome of the variance proceeding with the Minnesota Pollution Control
Agency, along with the ramifications of that outcome.
2.
East TH 10 Utilities
The City Council has previously received a memo summarizing the outcome of the
survey which was taken from the properties along the Highway 10 corridor. We will
be prepared to show the City Council a visual representation of the survey results.
The issue that then needs to be discussed is how to proceed with this project. The
City Council basically has three options. They could a) schedule a second
informational meeting with a larger area represented, b) could send out another
question~aire to additional property owners along east TH 10, or 3) revise the East TH
10 feasibility study and proceed into informational/public hearings.
3.
Storm Drainage
There are several issues we will be prepared to discuss regarding the storm drainage
comprehensive plan. They are as follows:

a. Deertield 3rd Improvements
We will update the City Council on the status of the easement negotiations with
the Hartmans and the impact that will have on the change order to the contract
for which W. B. Miller was the low bidder.
b. SchultzlDescbene Drainage Area
We have met with both property owners, have walked the site, have prepared
a map of the area and laid out a preliminary pipe alignment for this
improvement. We will be prepared to show that to the City Council and
discuss any issues. The next step, should the City Council decide to proceed,
would be to describe and acquire easements for the pipe construction, and
prepare plans and specifications.

Main/Evans Improvements
e
No work has been done on this particular drainage issue since the report which
discussed the options for segregating this from the overall system. We will be
prepared to discuss the timing of that relative to Elk Park Center improvements
or timing without Elk Park Center.
d.
Impact Fee
Several City Council meetings ago, preliminary discussion was initiated relative
to an impact fee for storm drainage improvements. We would like to proceed
with that discussion and start to think about what level of cost should be
associated with this type of impact fee.
e. Surface Water Utility
We have been working to begin summarizing the properties within the City that
would be charged for surface water utility fee. We will be prepared to update
the City Council on this process and would like to discuss briefly with them the
types of fees and how to address different types of properties such as rural
and/or undeveloped properties.
4.
Transportation Plan
e
This study was previously presented to the City Council in draft form and they
requested that two specific road alignments discussed in the report be looked at in
more det;ail relative to the available land to build such a roadway. We have prepared
a large scale exhibit of each of these showing the wetlands in the area, and will be
able to discuss these alignments and how they may be built some day in the future.

s. Assessment Manual
A draft copy of a revised assessment manual is available which indicates the areas
where changes either by deletion or addition are suggested to the City's assessment
manual, based on recent assessment hearings. The one issue that has not been
included at this point is the most recent change made with the Fresno Street assessment
hearing. That issue dealt with the assessment for street purposes only the front footage
that actually had street reconstruction or new construction adjacent to it. This can
easily be added before final draft of the assessment manual is prepared for adoption.
We will be ready to discuss any or all of the changes in the draft assessment manual.
The City Council should be encouraged to bring their copies of the draft Transportation Plan,
Storm Drainage Plan, and the Supplemental Storm Drainage Study which dealt with three
different drainage areas. We will have some large scale exhibits to show and will be prepared
to discuss any of the issues listed above in this memo or other items the City Council may
have interest in relative to these issues.
