SUBJECT: ENGINEERING ISSUES
The City Council called a special meeting for 9:00 a.m., on
Saturday, January 8, 1994, to discuss engineering issues. The
tentative agenda is as follows:
1. Wastewater Treatment Plant Expansion

b. Financing
2. East Trunk Highway 10 Utilities
3. Storm Drainage
a. Deerfield III
b. Schultz/Deschenes Area
c. Main and Evans
d. Impact Fee
e. Surface Water Utility Fee

Transportation Study
5. Assessment Manual
Please see Terry Maurer's memo for a brief overview on each of
these items. The financing information on the Wastewater
Treatment Plant expansion will be distributed and discussed at
the meeting on Saturday. Finally, a copy of the revised
Assessment Manual in draft form is enclosed for your review.
This revision includes all of the policy changes with the
exception of the recent change relating to the Fresno
assessment.

TO MEMBERS OF THE ELK RIVER CITY COUNCIL:
YOU ARE HEREBY NOTIFIED, that a request has been made in
writing by Mayor Henry A. Duitsman for a special City Council
meeting for Saturday, January 8, 1994, at 8:00 a.m. to be held
at Elk River City Hall, 13065 Orono Parkway.
The purpose of the special meeting is for a Council
Worksession on the following issues:
A. Wastewater Treatment Plant Expansion
B. East Trunk Highway 10 Utilities
C. storm Drainage
D. Transportation study
E. Assessment Manual

members of the Elk River City Council by mail at least one day
prior to the above-called special City Council Meeting.

SPECIAL MEETING REQUIREMENTS
** A special meeting may be called by the mayor or by any two
members of the Council.
** The call must be in writing.
** The notice must be mailed to councilmembers at least one day
before the meeting.
** Notice of the meeting including the date, time, place, and
purpose must be posted.
** Any matter can be transacted at a special meeting of the
council which would be valid at a regular meeting.
