ORDINANCE AMENDMENT TO
1006 "GAS FITTING AND
REGULATIONS" BY THE
RIVER
SECTION
INSTALLATION
CITY OF ELK
The City of Elk River currently has a permit and charges a fee
for gas fitting and installation of gas appliances. However,
other mechanical work including duct work for gas furnaces and
ventilation systems does not currently require a permit (it is
covered under the general building permit).
.
Not having a specific permit for this type of work leaves two
issues: 1) the contractor doing the work is not signing-off on
the permit and; 2) the cost of the time consuming inspections
for this type of work are not being covered. The inspection
costs are especially important with commercial jobs. State law
mandates the maximum permit for mechanical work on a single
family home is $100.00.
Staff recommends a permit for all mechanical work be required
and the fee be 1% of the valuation of the work (see City permit
fee schedule "B"). This recommendation also requires changes
to Section 1006 of the Elk River Code of Ordinances entitled
"Gas Fitting and Installation Regulations." An ordinance
amendment to accomplish this is included with this memo. This
amendment does not require Planning Commission review or public
hearing.
