Code Amendment for Accessory Buildinqs
Over the past year the City of Elk River has received forty
conditional use permit requests, of which, ten have been
related to accessory structures. This increase in requests for
conditional use permits for accessory structures has sparked
the need for a review of accessory structure ordinance to
consider possible amendments which will establish reasonable
maximum square footage requirements and help streamline the
permitting process for accessory structures.

At the December Planning Commission meeting, staff presented
the Planning Commission with a brief memo and survey of various
communities outlining standards for accessory build~ngs. Staff
will be presenting to the Planning Commission on January 25th,
a proposed code amendment that will establish maximum sizes for
accessory structures, architectural requirements, and
locational standards. This ordinance will in turn be presented
to the City Council at the March 21st meeting for Council
consideration.
Elk Park Center
Staff has been in continued contact with Kraus-Anderson and
their consultants to finalize various plans and complete
information necessary for Terry Maurer to include in his
feasibility reports. In the upcoming weeks, staff is planning
to meet with Kraus-Anderson to establish a schedule of various
actions that need to occur prior to commencing construction on
Elk Park Center. This schedule is important so key Council
meetings are met on time allowing construction of public
improvements to begin sometime in Mayor June. This may seem
far off, however, there is a lot of work and meetings before
the first shovel is turned.

The next item brought before the City Council will be the
feasibility report. The Council can expect to see this report
possibly as early as February 7th. The feasibility report will
discuss public improvements necessary to serve Elk Park Center
and surrounding areas (i.e. Hillside Estates). In addition,
necessary road improvements to accommodate each phase of Elk
Park Center will be identified. Lastly, funding
responsibilities of these improvements will be presented.

~ 68 Unit Apartment Proiect
Schmitz Kornovich, a contractor from Sauk Rapids, is proposing
to build a 68 unit apartment project on approximately four
acres lying immediately west of Lion's Park. This project is
zoned Planned Unit Development and will require a conditional
use permit. The Planning Commission will hold a public hearing
on January 25th and make a recommendation to the Council. This
item is then scheduled for the Council meeting on February 17th.
