As the Council has been upd'lted in previous memos, staff has been meeting with Kraus-
Anderson to discuss time lines for development of Elk Park Center. A project of this
size, with all of the improvements that will be taking place, not to mention the various
City approvals that must occur, is a very time consuming and lengthy process. Therefore,
to make sure all City approvals can be obtained and construction commence at a
reasonable time, a time line was developed identifying key dates when certain actions
need to occur.
Attached is the preliminary schedule for the Elk Park Center Development. As you will
notice, there are several actions that must occur throughout the year to keep this project
on schedule. For the most part, the schedule is aggressive with little room for delay if
improvements are to be completed this year. The first Council action that will take place
is on February 7, 1994, when the Feasibility Study will be presented to the City Council
for their review. In addition, a resolution approving the preliminary plat will also be
presented. The Council will also be asked to authorize preparation of plans and
specifications for the improvements to serve Elk Park Center as well as the trunk facilities
to serve Hillside Estates, SuperAmerica, and surrounding areas.
In closing, I want to emphasize that this is a preliminary schedule. If there are any delays
along the way, the schedule will obviously change. Staff will be discussing this with
Kraus-Anderson to make sure that it fits within their construction schedule and does not
conflict with any of the property owner issues that they are dealing with. If the Council
has any comments or questions on this schedule, both Terry Maurer and myself, as well
as Kraus-Anderson, will be at the February 7th Council meeting and will be happy to
answer any questions.
