CITY COUNCIL AGENDA ITEM 5.7.
County Coordinator Dave Loch has advised me that the County Board has scheduled a
joint meeting with the Elk River City Council for Monday, February 28, 1994. However,
Board member Leslie Schumacher cannot attend this meeting. Accordingly~ Dave Loch
has asked, if everything works out for the five Board members, if it would be acceptable
to move this meeting to Monday, March 7, 1994. If this is acceptable to the City
Council, then Dave will run this by the County Board on February 1 or 2.
JOINT MEETING TOPICS

1.
After introductions, Dr. Flannery would like to offer some opening comments on
past City and School District cooperative efforts.
2. LCMR Grant - Per City Council direction on 1/24/94, thisitem is on the agenda.
Attached for your review is the background material on this LCMR Grant
proposal. It is anticipated that Mike Niziolek will be in attendance to discuss this
proposal. Mike was scheduled to review this project with the School Board under
Open Mike on 1/25/94.
3. Maintenance Facility - Attached for your review is the 1989 City/School Letter of
Understanding on the current maintenance facility, the original concept layout for
the Oak Knoll fields and a drawing of the fields as they now exist.
Dr. Flannery has indicated that the School District would like to extend the lease
agreement for use of the City maintenance facility for one more year. Street/Park
Superintendent Phil Hals has no problems with this request. This would reduce
the City payback to the School District by $15,000.

Dr. Flannery wants to review with the City Council a possible location for the
school maintenance facility. This location in Oak Knoll Park may technically be
on City property and would require a joint agreement for use of the private
entrance road that the City constructed and currently uses. If the school

maintenance facility is constructed on City property, then the School and City
may want to formally exchange properties so that a School facility is not on City
land.

Streets - City Engineer Terry Maurer will have layouts of various School Street
alignments to review with the City Council and School Board. At a future City
Council meeting, the City will have to discuss the timing for the construction of
the best long range street plans.
5.
Ice Hockey Arena - Civic Center Chair Jeff Gongoll will be present at this
meeting to discuss with the School Board and the City Council the status of the
ice hockey arena proposal. Attached is some background material on theHockey
Arena.
6.
Future School Sites - Mayor Duitsman would like to discuss with the City
Council and the School Board his feelings on locations for future schools.
7.
County Road #1 - The City Engineer should have an update for the City Council
and School Board on the status ofthe City's request to the County to upgrade
County Road #1 from County Road #77 to County Road #32.
8.
D.A.R.E. Update - Attached is a memo from Chief Zerwas regarding the status of
the D.A.R.E. Program and the new secondary D.A.R.E. officer.
