4.5. LCMR Grant Proposal/Mike Niziolek
Mr. Niziolek distributed a five sheet handout for securing a LCMR grant
to create an environmental learning center. The proposed building
would be approximately 2,000 square feet and would accommodate up to 50
students for environmental education classes. The total funds
requested for the grant would be between $150,000 and $270,000 with the
lesser amount being used only for a building and improvements to
Woodland Trails park with the greater amount including the purchase of
two parcels of land; one being a virgin sand prairie, and the other a
virgin tamarack bog.

PROGRAM TITLE: Environmental Learning Key (E.L.K.)
PROGRAM GOALS: Implement environmental education programs and establish
educational sites for native ecosystems of Elk River. Outdoor environmental programs will
promote community involvement and emphasize: ecosystem awareness, problem solving,
preservation and restoration.
Specific topics are:
A. Establishing An Environmental Education Nature Center**
B. Developing School and Community Environmental Education Programs**
C. Developing Environmental Education Sites"
D. Provide Teachers With Environmental Education Programs
E. Restoring Native Vegetation of the Elk River Area

RATIONALE: Most residents of the Elk River area know very little about the region's native
ecosystems. Compounding this problem are the facts that: 1.) the community has no significant
environmental education programs or sites and 2.) the region is projected to experience a
population growth of 72% by the year 2020, the highest in Minnesota. Therefore, it is critical
that community members take steps now to educate all residents about: native ecosystems,
biodiversity, land stewardship and other current environmental issues. Equally important is a
community effort to identify and preserve threatened ecosystems before they are altered.
DESIRED FUNDING SOURCES:
1. Grant from the LEGISLATIVE COMMISSION ON MINNESOTA RESOURCES (LCMR)
2. Funding from the CITY OF ELK RIVER**
3. Funding from INDEPENDENT SCHOOL DISTRICT #728**
4. Funding from PRIVATE CONTRIBUTIONS**
** A CASH MATCH IN FUNDING WILL RECEIVE HIGHER PRIORITY THAN GRANTS
WITH NO MATCHING FUNDS.

PROGRAM OBJECTIVES:
A. Create an environmental education nature center within the biologically diverse Woodland
Trails Park of Elk River. The park has good remnants of four native ecosystems.
B. Students and community members will experience Environmental Education Programs which
will emphasize: inquiry, problem solving, interdisciplinary studies, recognition of native
ecosystems, research projects, local environmental issues and land stewardship through
creative ways to preserve and utilize native species. Community members of all ages, with
experienced assistants, will have opportunities to: deliver environmental education programs,
restore and preserve native ecosystems and develop community environmental plans.
C. Identify and develop education sites on private and public property which showcase native
ecosystems, biodiversity and interrelationships.
D. Provide teachers with opportunities and incentives to use quality environmental educational
materials for their students' cognitive level of development.
E. Involve the residents in activities of restoring and managing native species. The program
will promote: 1.) native ecosystems recognition and 2.) community wide restoration.

LETTER OF UNDERSTANDING

Dear Dr. Flannery:
The following reflects the understanding between the City of Elk River
(the City) and the Elk River Independent School District #728 (the School
District) to construct an addition to the existing City Public Works
building to lease to the School District for its use.
1.
The City agrees to construct a 6,400 square foot addition to the
north side of the existing public works facility, complete with
office space, restrooms, break area, and upstairs mezzanine
storage area (the Addition). The floor plan of the Addition
would be a reduced version of the existing facility.
2. On or before September 1, 1989, the School District shall
contribute to the City $150,000 as its contribution to the
financing of the Addition.
3. The Addition is anticipated to be ready for occupancy on or
about November 15, 1989.
4. The School District shall lease the Addition for a term of five
years (the Term). The term of the lease shall commence on the
date of occupancy.

5. The School District and City may continue the lease of the
Addition for up to two years beyond the Term upon mutual
agreement of the parties at the rate of $15,000 per year plus
expenses as set forth in paragraph 8.
6. At the end of the Term, the City would be obligated to reimburse
the School District $75,000.
7.
At the end of the Term and on each annual anniversary
thereafter, the City will pay the School District $15,000 until
the $75,000 obligation to the School District is retired. The
City will use its reasonable best efforts to accelerate this

repayment schedule. Total payment to the School District from
the City would be $75,000.
8. While the Addition is occupied by the School District, the
School District will be responsible for all related operating
expenses, utilities, maintenance, and taxes, if required.
Liability insurance will be covered under the City's liability
policy. The School District will annually reimburse the City
for its pro-rata portion of this insurance expense.
9. Any provisions for the School District to vacate the Addition
prior to the end of the Term or to extend its occupancy of the
Addition, will be negotiated between the City and the School
District.
Please advise me if the above does not sufficiently reflect the
understanding of the City and the School District.
