There is one vacancy on the Planning Commission. The City has received one
application for this position from Chris Carr. Mr. Carr's application is included for the
Council's review.

Agenda Item 3.2. - Mary Keifenheim - Library Board Applicant
There is one vacancy on the Library Board. The City has received one application for
this position from Mary Keifenheim. This application is attached for the Council's
reVIew.
Mary works as a substitute librarian for the Elk River Library. She has indicated that this
may be perceived as a conflict of interest. I have checked with Vicki Sullivan, Chair of
the Library Board and with Ken Berringer, Director of the GRRL. Both have stated that
Mary's status as substitute librarian is not a conflict of interest.
Agenda Item 3.3 - Planning Commission and Library Board Appointment
If the Council decision is to appoint Mary Keifenheim to the Library Board and Chris
Carr to the Planning Commission, the appointments should be made as follows:
1. Appointment to the Planning Commission - Three year term to expire on
December 31, 1996

we have used the library for everything from research to social activities.
I believe that a good library serves all the people of the community in a great
variety of ways and I would Like to serve to implement these programs.

I graduated from the University of ~1innesota with a degree in Child Psychology.

Serving on the Planning Commission, while in pursuit of a graduate
degree in Public Policy, would allow me to gain valuable experience and
utilize the skills I have obtained through work and education.
In addition, assisting the community in which I grew up and now
live with quality insight and valued opinions would be very rewarding. I
feel very strongly that government at the local level is where differences
are made in "our" quality of life.

With a degree in Economics I have built a solid foundation of the
skills neccessary in a public planning career. I have experience in
Statistical Analysis, macro and micro economi6 theory, and transportation
fundamentals. Experience in business has developed my communication skills
and negotiation ability with all types of individuals. Teamwork will
.be vital in this position, and as a participant in athletics for many
