Subject: Clarification of Role in Capital Improvement Plan
The Planning Commission would like to clarify our role in the Capital Improvement Plan process at the
Febnwy 1 meeting with the City Council.
The state enabling act states that one of the responsibilities of the citizen Planning Commission is to take
a role in the cities Capital Improvement Plan. While no specific responsibilities are listed, we believe that
the Planning Commission can add value to the process in the following ways:
. We can review the plan and ensure that it remains consistent with the Growth Management Plan.
. Partieu1ally in this year when we are revising our Growth Management Plan. we should make
sure that the goals stated in the Growth Management Plan are consistent with the actions that
will be taken by the Capital Improvement Plan.
. We can provide feedback on the Plan from the perspective of citizens taking a land use view
rather than from a staff view. While these views may not differ. at least another constituency will
be polled.
We request that we be abl~ to review and comment on a draft of the Capital Improvement Plan. Our
comments may be helpful in the finalization of the plan. At the very least, we will be able to incorporate
the Capital Improvement Plan into our revision of the Growth Management Plan.
