RE: COUNTY ROAD 12 / 13 DRAINAGE IMPROVEMENTS
Dear Council Members:
As directed at the workshop on Saturday, January 8th, we have prepared the attached
resolution authorizing the preparation of plans and specifications, the necessary permitting
processes, and the initiation of legal descriptions and land acquisition for the storm drainage
improvement between County Road 12 and County Road 13. As you are aware, this is the
Deschenes/Schultz area.
We would anticipate that the total scope of services would include preparing plans and
specifications suitable for bidding and construction of the improvements; permit applications
to the Minnesota Department of Natural Resources, the Minnesota Pollution Control Agency,
the Corps of Engineers, the local wetlands organization, and Sherburne County. In addition
to this, we would also proceed to describe the necessary easement documents and initiate
land acquisition proceedings by contacting each of the affected property owners. If the City
were to proceed with all of these work items, we would estimate the total cost to be in the
range of $21,000 to $24,000, depending upon the amount of time spent with the permitting
agencies and meeting with the affected property owners relative to land acquisition. We
estimate that the total work scope could be completed within 60 days, allowing for an early
spring construction bid should the project proceed to the construction phase.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING THE PREPARATION OF
PLANS AND SPECIFICATIONS IN THE MATTER OF THE
COUNTY ROAD 12 / 13 DRAINAGE IMPROVEMENT OF 1994
WHEREAS, a preliminary design report relating to the County Road 12/13 Drainage
Improvement was prepared; and
WHEREAS, the City Council has duly considered the preliminary design report and issues
presented by the affected property owners;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. MSA, Consulting Engineers, is hereby designated as Project Engineer for this
improvement. The Project Engineer is directed to prepare plans and specifications
for the making of the improvement and the.solicitation of competitive bids.

MSA, Consulting Engineers is directed to proceed with all permitting issues for the
construction of the improvements including but not limited to the Minnesota
Department of Natural Resources, Corps of Engineers, Minnesota Pollution Control
Agency, and Sherburne County.
3. MSA, Consulting Engineers is also directed to initiate preparation of the necessary
easement descriptions and contact the affected property owners to begin land
acquisition discussions.
