Memorandum
To: Mayor and City Council
Date:
February 4, 1994
:;.
From:
Thomas D. Zerwas, Chief of Police
Police Department
Subject:
AUTHORIZATION TO HIRE POLICE OFFICERS
This memo is to inform the city Council that we have completed the
hiring process for the positions of police officer. The hiring
process consisted of a background investigation, a psychological
evaluation, and a medical examination. Both candidates
successfully completed all phases of the hiring process.
The two (2) candidates that we recommend are Anthony Musatov from
Coon Rapids and David Olson from Princeton. Anthony is currently
working for the City of Fridley as a Community Service officer;
and, David is working for the City of Mendota Heights as a police
officer.
I am, therefore, requesting authorization to hire both candidates
as full-time police officers effective February 21, 1994. These
positions would be at the entry level pay scale for police officer.
If you have any questions about the two (2) candidates, give me a
call.

Dear Chief Zerwas,
This letter is to inform you that I have officially accepted an
offer of emploYment from the Minnesota State Patrol, effective
March 6, 1994. I would like to continue my emploYment with the Elk
River Police Department until March 3, 1994.
As you probably already know, the decision to leave Elk River was
not an easy decision for me. Your leadership has helped me to grow
and mature as a police officer, and I know that you have the
support of a very competent and professional staff. I am excited
about the future of the Elk River Police Department, and I am
looking forward to watching the department grow and prosper.
e
I believe that my decision to accept the State Patrol's offer is in
keeping with my personal and career development needs. I truly
appreciate what you and the Elk River Police Department have done
for me, and I hope that my new working environment is at least as
enjoyable as that in Elk River. I look forward to continuing"our
relationship in professional law enforcement.
y,
