B . ,.. 1 11)04 FEE ". h'" January 31, 1994 File: 230-080-10 Mr. Pat Klaers City Administrator City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: EAST TRUNK HIGHWAY 10 CORRIDOR FEASIBILITY STUDY Dear Mr. Klaers: At the City Council workshop on Saturday, January 8, 1994, the City Council reviewed the outcome of the recently completed survey of property owners along the East TH 10 corridor. Based on the information provided and the discussion at that workshop, the City Council directed me to put together a work scope and schedule for proceeding with the feasibility study to extend trunk sanitary sewer and watermain to this area of town. The following schedule assumes that the upgrading of the wastewater treatment plant will proceed through the design and review phase in 1994, funding will be available at that time, and construction will be undertaken in 1995 and early 1996. The plant would then be available for connection in the spring of 1996. Given this assumption, a possible schedule for the East TH 10 feasibility study would be as follows: February 1994 · City Council authorizes updating the feasibility study. · City Council reviews and approves total study area for East TH 10 feasibility . 90-120 days - Draft study completed. June/July 1994 - Updated draft study presented to City Council. August/September 1994 - Informational meeting. November 1994 - Final feasibility study received by City Council and public hearing ordered. (proceeding from this point should correspond to authorization to proceed with WWTP expansion.) e Mr. Pat Klaers January 20, 1994 Page Two January/February 1995 · Hold public hearing. · Authorize plans and specifications for first phase of improvements. · Begin land acquisition process. May 1995 - City Council approves plans and specifications and authorizes advertisement for bids. June 1995 · Land acquisition complete or right of entry obtained. · Open bids. July 1995 · Hold assessment hearing. · A ward contract. · Start construction. October/November 1995 - Utilities substantially complete. e Spring 1996 · Wastewater treatment plant expansion complete. · Utility extensions complete and ready for hookup. This schedule would provide adequate time to explore all the alternatives for providing service to this area. It also includes ample time for conducting informational hearings and concluding the land acquisition process. I have attached a draft resolution for the City Council's consideration should they want to proceed with this project. TJM:tp Attachment e 080-2001.jan . e e RESOLUTION 94 - A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION OF THE CITY OF ELK RIVER ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE EAST TRUNK HIGHWAY 10 SANITARY SEWER AND WATER IMPROVEMENT OF 1994 WHEREAS the City has determined that it should consider improving certain property by extending trunk sanitary sewer and water (the improvement); and WHEREAS Council must first secure a preliminary feasibility study in order to consider making the improvement; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: This matter shall be referred to MSA, Consulting Engineers, who is requested to provide to the City Council a report advising, in a preliminary way, whether the proposed improvement is feasible and whether the improvement should thus be made as proposed or in connection with some other improvement and the estimated cost of the improvement as recommended.
