RE: CSAH #1 IMPROVEMENTS
Dear Mr. Klaers:
On Monday, January 31, 1994, I talked to Dave Schwarting, Sherburne County Engineer,
regarding the status of the proposed improvements to CSAH #1 from County Road 77 to
County Road 32. Mr. Schwarting indicated that the County has set aside $100,000 of CSAH
funds in 1994 dedicated to that improvement. Obviously, this is not enough dollars to start
an improvement on this particular roadway. However, Mr. Schwarting indicated he was
prepared to consider additional funding in 1995 and 1996.
At this point in time, the County Highway Department does not have sufficient manpower
available to even consider cost estimates for this improvement for budgeting purposes. Mr.
Schwarting indicated he would request that the City take the lead on this project and develop
some preliminary design concepts and cost estimates for his review and approval and
subsequent budgeting for future construction years. He also indicated he would look for the
City to take the lead in designing and constructing the project with the County being a
funding and reviewing agency.
Based on this conversation with the County Engineer, I have prepared the attached draft
resolution for the City Council's consideration. The resolution indicates that the City is very
interested in pursuing the upgrade of CSAH #1 in 1995 and 1996, and directs MSA,
Consulting Engineers to work with the County to develop preliminary design, cost estimates,
and funding scenarios.

RESOLUTION 94-
RESOLUTION OF THE CITY OF ELK RIVER
RESOLUTION REQUESTING SHERBURNE COUNTY UPGRADE OF
CSAH #1 FROM COUNTY ROAD 77 TO COUNTY ROAD 32
AND INDICATING THE CITY OF ELK RIVER'S WILLINGNESS
TO TAKE THE LEAD ON THE IMPROVEMENT PROJECT
WHEREAS, the City has previously expressed a desire to have Sherburne County State Aid
Highway #1 upgraded from County Road 77 to County Road 32, and
WHEREAS, the County has indicated a willingness to consider this upgrade by budgeting
$100,000 of County State Aid Highway funds for the improvement from 1994
monies, and
WHEREAS, the County has indicated a desire to have the City of Elk River take the lead on the
improvement project by developing preliminary design concept and cost estimates
for budgeting purposes;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. The City of Elk River once again requests that Sherburne County consider the upgrading
of County State Aid Highway #1 from County Road 77 to County Road 32.
2. The City of Elk River indicates its willingness to participate in this project and take the
lead by directing staff and MSA, Consulting Engineers to work with the Sherburne County
Highway Department in developing preliminary design concepts and cost estimates for
budgeting purposes.
Passed and adopted this 21st day of February, 1994.
