January 24, 1994 File: 230-202-10 Mr. Pat Klaers City Administrator City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: FEASffiILITY STUDY TH 10 TURN LANE AT OXFORD STREET Dear Mr. Klaers: As directed at the October 25, 1993, City Council meeting, a feasibility study has been prepared for the above-referenced project. This study was authorized at the request of Mr. Ken Beaudry, who is currently building a convenience store/gas station at the comer ofTH 10 and Proctor Avenue. This feasibility study analyzes the possible construction of a right turn lane from TH 10 onto Oxford Avenue. The location of this improvement is shown by Exhibit 1. Included in this study is a discussion of the existing conditions, proposed improvements, and estimated project costs. The project cost includes estimated construction costs plus overhead costs including City administration, engineering, fiscal, and legal expenses. The City's Assessment Manual will be referenced as a guide to methods of financing the project. Existing Conditions In March 1991, a conditional use permit was initiated by Mr. Ken Beaudry for the construction of a convenience store/gas station. Following review by City staff, this conditional use permit was subsequently approved. In July 1993, an extension with several conditions was granted for the conditional use permit. One of these conditions was that a right turn lane be petitioned for by Mr. Beaudry and that he waive any objections for assessments. A copy of the petition is included as Exhibit 2. Any improvements on TH 10 to construct a turn lane are under the jurisdiction of the Minnesota Department of Transportation (MnDOT). The proper MnDOT authorities have been contacted to determine the requirements for construction of a right turn lane. 202-1004.dec . Mr. Pat Klaers January 24, 1994 Page Two Currently, a 10-foot wide shoulder is in place south of the TH 10 and Oxford Avenue intersection. A portion of this shoulder, approximately 90 feet in length, is concrete. The remainder of the shoulder is bituminous surfaced. According to Mr. Ken Wasnie, the MnDOT District 3 Materials Engineer, the existing shoulder is deficient in both section thickness and width to accommodate a turn lane. Improvements would require removal and reconstruction of the shoulder to facilitate a turn lane. Proposed Improvements Design standards for turn lane improvements along State roadways are established by MnDOT. As shown by Exhibit 3, the turn lane requires a 14-foot wide surface measured from the edge of the through lane to the face of curb. A concrete barrier curb is required along the length of the turn lane. The pavement section determined by MnDOT for this turn lane is 3 inches of bituminous surfacing and 4 inches of aggregate base on an acceptable subgrade. The total length of the turn lane is required to be 480 feet, which includes 300 feet of surfacing for vehicles to decelerate and turn, and 180 feet of transition taper to exit from the northbound through lane. . According to Mr. Wasnie, MnDOT's preference for these improvements would be to remove the existing concrete and bituminous portions of the shoulder and construct all improvements with bituminous surfacing. A second and less attractive option of widening the existing concrete section was discussed. However, the additional construction costs and difficulties indicate that MnDOT's preferred option is also more cost effective. Estimated Costs The estimated construction and project costs for right turn lane improvements at Oxford Avenue are provided below. The overhead costs have been estimated at 28 % of the construction cost as detailed by the City's Assessment Manual. Estimated Construction Cost Administration, Engineering, Fiscal (28 %) Estimated Total Project Cost $19,600 5.500 $25,100 The construction cost includes removal of the existing shoulder, excavation, placement of aggregate base and bituminous surfacing, concrete curb, placement of fill material behind the curb, sodding, striping, and traffic control during construction. . 202-1004.dec e Mr. Pat Klaers January 24, 1994 Page Three Easements and Permits The existing right-of-way along TH 10 varies in width from 190 feet to 240 feet. This right-of- way appears to be adequate to construct the turn lane improvements. No additional permanent easement is anticipated as being required. Fill material and sodding will be needed behind the new concrete curb to match the existing boulevard. If necessary, permission would be secured from abutting property owners should work need to be done to match private property. The width of the area affected by construction would be determined during the design process. The only permit necessary for the turn lane improvements would be from MnDOT for work within their right-of-way. This permit would require bonds and insurance documentation from the Contractor performing the work. Financing As discussed earlier in this study, a condition of the extension of the conditional use permit was that Mr. Beaudry waive any objections to assessment for the improvement. It is therefore understood that all project costs associated with the work shall be ultimately funded by Mr. Beaudry . e Project Schedule The following schedule could be met for the right turn lane improvements: Receive feasibility study and order public hearing Hold public hearing and order project and and plans and specifications Approve plans and specifications and advertise for bids Open bids Receive bids, establish amount to be assessed, and set assessment hearing date Hold assessment hearing A ward contract Begin construction Complete construction e 202-1004.dec February 7, 1994 March 7, 1994 March 28, 1994 April 13, 1994 April 18, 1994 May 1994 May 1994 June 1994 July 1994 e Mr. Pat Klaers January 24, 1994 Page Four This schedule could be amended to allow the assessment hearing and contract award on the same date. Should Mr. Beaudry be the only property owner to be assessed, he could waive the need for an assessment hearing. However, the hearings would occur near the beginning of the construction season, so the process does not impact the time when construction could begin. Conclusion The estimated project cost for the right turn lane improvements at TH 10 and Oxford Avenue is $25,100. The proposed improvements are feasible from an engineering standpoint and meet all standards set forth by the City and MnDOT. Please contact either Terry Maurer or me if you have any questions.
