REQUEST BY SHIRLEY MADLAND FOR
FLOWER SALES

INTRODUCTION
Shirley Madland has made application for a Transient Merchant License to
sell flowers from the property of Hunts Feed and Seed.

A transient merchant license allows any person to transact any temporary or
transient business in Elk River. This allows for the selling of merchandise by
either door-to-door or from a location in the city which is approved by the
City Council. Although most transient businesses are in town only for a few
months at the most, the license is active for one year.
BACKGROUND
Shirley and Robert Madland have received a transient merchant license to
sell flowers in Elk River for the past several years. Shirley will be selling the
flowers from the property of Hunts Feed and Seed. Written permission, from
the property owner, has been provided to the City allowing Shirley Madland
to sell flowers from the property.
The request is to sell the flowers during Easter and Mother's day weekend.
All license information and fees have been received and a background check
has been completed which checked out fine.
ACTION REQUESTED

Motion to approve the above-requested Transient Merchant License for
Shirley Madland.
