MEMORANDUM TO: MAYOR & CITY COUNCIL DATE: WILLIAM RUBIN, ECONOMIC DEVELOPMENT COORDINAT~ Vl-- FEBRUARY 23, 1994 SUBJECT: METROPOLITAN STATISTICAL AREA (MSA) DESIGNATION FROM: INTRODUCTION e In December, 1993, the federal Office of Management and Budget (OMB) reversed an earlier decision and designated Sherburne County as part of the St. Cloud Metropolitan Statistical Area (MSA). Action is underway to overturn this decision in order to have Sherburne returned to the Minneapolis-St. Paul MSA. A particular action item is a business/civic petition which the Sherburne County delegation hopes to present to OMB at an upcoming meeting. BACKGROUND The Sherburne County Commissioners discussed its MSA strategy during its meetings on February 15 and 16. The Commissioners resolved to send a delegation, comprised of the County Coordinator, County Attorney or Assistant, and Commissioner Arne Engstrom, to Washington in order to meet directly with OMB. The Commissioners will also send another representative, Commissioner Leslie Schumacher, with the St. Cloud Area Planning Organization (APO) delegation when it visits with OMB at a later date. Another element that came out of the County Board meeting was that of a petition. Various political subdivisions, civic organizations, and health care providers, etc., will be asked to sign this petition which respectfully requests that OMB rescind its December 1993 action. A second and related petition is also being circulated throughout Sherburne e County. This petition also asks that OMB rescind its latest action. P.O.
