SUBJECT: AUDIONIDEO EQUIPMENT

As previously discussed with the City Council, staff has worked with our
AudioNideo Consultant, Bill Bruce, to investigate options for improving the
audio and video system in our City Council Chambers. While no additional
cameras are needed, some additional equipment is needed to incorporate the
new podium and staff table into the public address system and the audio and
video system for an improved telecast that will be run on Cable TV. We
anticipate going on Cable TV with some public meeting on a tape delayed
basis this spring.

Attached for your review is a cover letter from Bill Bruce and the equipment
and installation quotes for upgrading our audio/video system. Please note
that the second item on the Blumberg page is cut back to only one item. Also
please note that the last item on the Televisions Systems Company quote is
significantly reduced although I am not sure exactly how much. That line
item is for the on/off button and light for the mics at the City Council table.
However, the quote is for the four table mics and the five City Council mics
and I believe we need the on/off button only for the City Council mics. The
Council should note that this mute button must be held down in order for the
mic to be off. That should help us to make sure that when the Council wears
their mics they are heard throughout our telecast when we go on Cable TV.
The wearing of mics is necessary for a good quality video. The mute button
will also allow a Councilmember to "whisper" something to another person
without being heard on Cable TV.

All of the equipment proposed is related to additional mics for the new staff
table and for the new podium, along with the interconnections that are
necessary in the control room. (Also, the last two items on the Blumberg
quote relate to the ADA law and headsets for the hearing impaired.) The
staff table will be movable and will be put by the side near the City Clerk for
extra staff members, the Planning Commission representative, or the Press,
and will be moved out front when necessary. We will be obtaining quotes for
the podium and table (or tables) at a later date. We may get a second table

for public handouts as you walk into the Council Chambers if the price is
within reason.
Money is available for this purchase in the City Hall Reserve fund. It is
recommended that the City Council approve the City Council Chamber
audio/video improvements in an amount not to exceed $3,500 per the
attached quotes.

and video system which will provide the level of service which you have requested.

I contacted Pat Hart from Blumberg Communications and asked him to provide price quotes on all of the
listed equipment. I also contacted Lee Mahrer of Television Systems Company for quotes on each
individual tech service item or installation. I have included a copy of their responses.
I will be meeting with Rick Carlson of Anderson Cabinets to discuss the podium and table audio
requirements. He will contact Sandy to setup a time to come up to Elk River to meet with your staff.
Once you have reviewed this information please give me a call so that we can make the appropriate
arrangements.
