February 23, 1994 File: 230-219-10 Honorable Mayor and City Council City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: PROPOSED 1994 BITUMINOUS OVERLAY PROJECTS Dear Council Members: As presented by Phil Hals at the workshop on Monday, February 21, 1994, Phil is proposing that two subdivisions within the City have their streets improved with a bituminous overlay. The two subdivisions in question are Greenhead Acres 2nd Addition and Peterson Addition. Both of these developments are approximately 15 years old and the streets are showing significant signs of deterioration. As has been the City's past practice, these types of improvements are 100% assessed on a unit basis to the benefitting property owners. In order to initiate such a project, the City Council would have to authorize the preparation of a feasibility study. Since the project is not petitioned for by the benefitted property owners, the feasibility study must be authorized by a four-fifths vote of the Council. The project would then flow through the normal procedures of a public hearing, bidding, and an assessment hearing prior to awarding the contract. It is anticipated that the assessments on this project would be in the range of $1,500 per unit. The most recent overlay project which was assessed happened approximately four to five years ago, and the rate at that time was $1,100 per unit. Attached for the City Council's consideration is a draft resolution which would authorize the preparation of a feasibility study for this project. MN 55.4..41 612-5.16-0432 Fax: 612.544.6398 MSA, CONSULTING ENGINEERS T~~ TJM:tp Enclosure e RESOLUTION 94 - A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION OF THE CITY OF ELK RIVER ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE BITUMINOUS OVERLAY IMPROVEMENT OF 1994 WHEREAS, the City has determined that is should consider improving certain property by providing a bituminous overlay of the streets within Greenhead Acres 2nd Addition and the Peterson Addition; and, WHEREAS, the City Council must first secure a preliminary feasibility study in order to consider making the improvement. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of River, Minnesota: e This matter shall be referred to MSA, Consulting Engineers who is requested to provide to the City Council a report advising, in a preliminary way, whether the proposed improvement is feasible and whether the improvement should thus be made as proposed or in connection with some other improvement and the estimated cost of the improvement as recommended.
