SUBJECT: 1994 SCORE FUND PROPOSAL

Sherburne County has received approximately $90,000 of SCORE Funds to
be distributed to public and private organizations for the purposes of waste
reduction, recycling, and yard waste composting projects. I am currently
putting together a proposal requesting funding for a wide variety of topics.
The proposals will be reviewed and approved by Sherburne. The County's
decision for the distribution of money is based mainly on the recommendation
of the Sherburne County Waste Advisory Committee which screens each
proposal. I am a member of this Committee. The application deadline is
Friday, March 4,1994. The summary of the proposals will include:
1. Clean Up Dav - The City will request $8,000 to help fund a clean up
day this spring. Expected items collected will include appliances, tires,
scrap metal, and car batteries. I also propose to expand the collection
to include "brown goods" such as TV's, computers, typewriters, radios,
etc., and possibly household furniture. I am currently researching the
costs associated with collecting these materials.
2. Christmas Tree Shredding- Prog-ram - The City will be requesting
$1,050 for the Christmas Tree Shredding Program. The City has held
this program for the past three years and it has become very popular.
3.
Business Recvcling- Prog-ram - The City will be requesting $10,000 to
help fund an incentive program to get businesses recycling. All the
details have not been worked out, however, if the money is received it
is planned to be used for start up costs, reimbursement for a portion of
the recycling pick up costs, disposal costs, etc. The City will work with
the Elk River Area Chamber of Commerce and the local haulers to get
the project started.

The total SCORE Grant proposal will be for $19,050. Last year the City of
Elk River received a large SCORE Grant of $25,169. The entire review
process will take approximately two months. If the Council has any other
ideas for possible funding, please feel free to pass those along. I may add
additional requests before the March 4 deadline. I will continue to keep the
Council updated on the status of the SCORE Grants.
