BACKGROUND
EOS Architecture is requesting a conditional use permit for a 4,450 square
foot addition to the existing library. The addition will consist of an expanded
reading area, circulation desk, and staff work area. Governmental buildings
are a conditional use in the RIC zoning district. The key issues involved
with this request include landscaping, parking, and drainage. Attached is a
copy of the report to the Planning Commission explaining the request in
detail.
PLANNING COMMISSION MEETING

At the February 22, 1994, Planning Commission meeting, the Commission
had some concerns relating to pedestrian access of the existing library and
landscaping. The Planning Commission discussed the idea of a second door
into the library along 4th Street, however, security concerns outweighed the
benefits of a second entrance. Rick Wessling, of EOS Architecture, has
revised the landscape plan and has added more landscaping between the

library and the existing home to the west. Eight additional shade trees have
been added on the site plan to conform to the City's landscaping ordinance.
PLANNING COMMISSION RECOMMENDATION
The Planning Commission recommends the City Council approve the
conditional use permit for EOS Architecture to expand the existing library
with the following conditions:
1. THE APPLICANT ADD 8 ADDITIONAL 2 INCH CALIPER
OVERSTORY TREES TO THE LANDSCAPE PLAN.
2. THE DRAINAGE PLAN BE REVISED TO MEET THE CITY
ENGINEER'S RECOMMENDATION.
3. A LANDSCAPE BUFFER SHOULD BE PROVIDED ALONG THE
WEST PROPERTY LINE TO SCREEN THE NEIGHBORING HOME.
STAFF RECOMMENDATION
Staff concurs with the Planning Commission and conditions stated above.

BACKGROUND
EOS Architecture is requesting a conditional use permit for a 4,450 square
foot addition to the existing library. The addition will consist of an expanded
reading area, circulation desk, and staff work area. Governmental buildings
are a conditional use in the R1 C zoning district. The following list highlights
the key issues involved in this request.
LANDSCAPING
Elk River City Code requires one tree to be planted for every 40 linear feet of
the lot. Credit is also given for existing trees on the site. Existing trees
greater than 8 inches in diameter receive credit for two trees. The library
site requires 22 overstory trees. However, the site does receive credit for 14
existing trees. Therefore, the applicant will be required to add 8 additional
overstory trees. With the construction of the addition, two trees (including
one large elm) will need to be removed. A couple of other smaller trees
located within the addition area will be re-Iocated on the lot.

e PARKING
Public libraries are required to have one parking space for each 500 square
feet of floor area. The square footage of the library including the proposed
addition would be 10,600 square feet. Therefore, 22 parking spaces will be
required for a library of this size. The existing parking lot has 22 parking
spaces therefore, no additional parking will be required.
BUILDING
The proposed library addition would consist of face brick which would match
the existing library.
DRAINAGE
e
Terry Maurer, City Engineer has reviewed the drainage plan for the new
library addition. The existing library has a flat roof which has drainage
outlets on various corners of the roof. The water is piped from the roof to
various "scuppers" which release water to the ground and eventually over
land to the street. Rather than have the water drain over land, Terry Maurer
has proposed that the scuppers release water from the roof area into an open
underground pipe which would take the water directly to the storm sewer
which is located at the corner of Proctor and 4th Street. If the pipe were to
freeze during the winter months, the water from the library would still have
the ability to drain over land to the street, reducing the risk of water
problems due to frozen pipes. If this request is approved, staff recommends
the drainage plan be revised to meet the City Engineer's recommendation.
RECOMMENDATION
Staff recommends the Planning Commission approve the conditional use
permit with the following conditions:
1. THAT THE APPLICANT ADD 8 ADDITIONAL 2 INCH CALIPER
