ISSUE
Elk River Municipal Utilities is requesting a conditional use permit to
operate a new filtration plant and back wash pond at 18586 Gary Street.
LOCATION
The new facility is located south of Highway 10 and immediately west of
e Gary Street (north of Orono Road).
ATTACHMENTS

OVERVIEW
A water filtration plant was constructed and completed this past summer.
The building's main purpose is to house equipment for filtering iron and
magnesium from the water supply. The iron and magnesium is then
discharged through a 12 inch PVC pipe to a 10,000 square foot back wash
pond located approximately 195 feet west of the filtration building. This
filtration building is similar to the building constructed between UP A Drive
and Highway 10 that is also utilized by Elk River Municipal Utilities.
This summer restoration work around the building, which will include
replacing sod is scheduled to occur. In addition, staff is recommending a
landscaping plan be prepared and implemented that will help blend the
building in with the park environment and provide a buffer to the multi-
family immediately to the north.

PLANNING COMMISSION RECOMMENDATION
The Planning Commission recommended approval of the conditional use
permit for Elk River Municipal Utilities with the following conditions:
1. A LANDSCAPING PLAN BE PREPARED AND COORDINATED
WITH CITY STAFF FOR IMPLEMENTATION DURING THE
SUMMER OF 1994.
2. CONSIDERATION BE GIVEN TO EITHER PAINTING OR
IMPROVING THE ARCHITECTURAL APPEARANCE OF THE
BUILDING.
STAFF RECOMMENDATION
Staff concurs with the Planning Commission recommendation to issue a
conditional use permit for Elk River Municipal Utilities with the conditions
as stated.

ANALYSIS
A water filtration plant was constructed and completed this past summer.
The building measures 32 feet by 48 feet (1,536 square feet) and is
constructed of tip-up precast concrete panels. The buildings appearance will
be similar to that building between UPA Drive and Highway 10 that is also
utilized by Elk River Utilities.

The buildings purpose is to house equipment for filtering iron and
magnesium from the water supply. The iron and magnesium is then
discharged through a 12 inch PVC pipe to a 10,000 square foot back wash
pond located approximately 195 feet west of the filtration building. The pond
collects the iron and magnesium sediment and is cleaned approximately
every 10 years.

The facility is self operating and does not require employees on a daily basis.
Therefore, the need for regular parking spaces is eliminated. However there
will be a bituminous driveway to the facility from Gary Street for personnel
to park when checking on the facility.
This summer restoration work around the building replacing sod is scheduled
to occur. In addition, staff is recommending a landscaping plan be prepared
and implemented. The additional landscaping around the building will help
blend the building in with the park environment and provide a buffer to the
multi-family immediately to the north. This request for a landscaping plan
was also applied to the conditional use permit Elk River Utilities received in
1991 to build their utility building on UPA Drive.
RECOMMENDATION
Staff is recommending approval of a conditional use permit for Elk River
Municipal Utilities with the following condition:
1. A LANDSCAPING PLAN BE PREPARED AND COORDINATED
WITH CITY STAFF FOR IMPLEMENTATION DURING THE
SUMMER OF 1994.
