RE: EAST TRUNK HIGHWAY 10 FEASIBILITY STUDY
STUDY AREA/SCOPE OF SERVICES
Dear Mr. Klaers:
As requested by the City Council last Monday evening, I have prepared the attached map to
outline the study area for the recently authorized East Trunk Highway 10 Feasibility Study.
On the map, I have outlined in yellow the study area for the draft East Highway 10 Corridor
Improvement Study prepared in March 1990 and the East Main Street Sanitary Sewer
Analysis Study area completed in November 1990. In green, I have then outlined an area
that I would consider to be the primary area for the East Highway 10 Study authorized
Monday evening. I have, in a dashed green line, outlined a much larger area which could
be considered the ultimate East Trunk Highway 10 Study area. You will note that the two
study areas from 1990 did not overlap; however, I have shown them to overlap for this new
study. This will give us the ability to analyze those portions of the study area which could
be served from more than one direction.
The following is a general description of what I would envision the scope of the study to
cover:
1.
Analyze the sanitary sewer and water facilities necessary to service the study area.
· Analyze the difference in the size of pipe and other facilities necessary to
service the primary study area versus the larger ultimate study area.
· Analyze in detail those areas which can be serviced from more than one
direction and provide a recommendation as to which direction is the most
desirable.
Provide a detailed cost breakdown for the sanitary sewer and water facilities,
including specific information relative to the cost to over-size facilities to service a
larger study area.

3. Provide information relative to financing of the improvements, given the size of
either of the study area. This would include a trunk sanitary sewer and water impact
fee on an area basis and potential lateral benefit provided to developing areas.
4. After review by the City Council and discussion with affected property owners, the
final report would include a section relative to the first phase of the proposed
improvements, detailed costs for the first phase, and funding scenarios.
5. Provide a final report, after City Council review and discussions with affected
property owners, that can be utilized as the Feasibility Study for the phase 1
improvements.
As I've indicated in my previous correspondence, I would anticipate it would require 90 to
120 days to complete a draft report ready for presentation to the City Council. I would
estimate that the cost to get through the draft report and presentation to the City Council
would be approximately $15,000 to $20,000. Costs beyond this point would be dependent
on the number and types of hearings to be held with the affected property owners.
