SUBJECT: DISCUSSION WITH ABUTTING
RESIDENTS FOR OPTION FOR
IMPROVEMENTS TO SCHOOL STREET
The City Council has called a neighborhood meeting for Monday, March 28,
1994 for the property owners along School Street between Freeport Avenue
and Jackson Avenue. Notices have been sent out to the property owners
listed on the attached page. The right-of-way along School Street in this area
has been staked by the City engineering firm.

City Engineer Terry Maurer will be in attendance at this meeting and will
take the lead in making a presentation on this proposed project. The
presentation will follow the format Terry used during the joint City Council
and School Board meeting. In this regard, Terry will talk about the
improvements that are planned on School Street between Highway 169 and
Freeport Avenue and the improvements that are planned at the School Street
and Jackson Avenue intersection. At this point, Terry will then review the
area in between these two points which affects the majority of the property
owners in attendance.
Topics to be discussed include the width of the road, the centerline of the road
in relationship to the centerline of the existing right-of-way, a three or four
lane street plan, and sidewalks on the south side of the street. Additionally,
it is anticipated that we will get into some individual property owner issues.
Such topics in this regard may include tree removal, restoration of property,
the need for small retaining walls (mainly if a sidewalk is constructed),
timing of the improvement project, and other items of this nature that
directly affect each homeowner.

At this point it seems that the only two items that have been decided by the
City are the width of the road (52') and the location of the road (in the center
of the right-of-way). An important issue for the City Council to decide soon,
so that a construction change order won't be necessary, is whether or not any
sidewalk will be constructed on the south side of School Street. In this

regard, Councilmembers are encouraged to review the site before this 3/28/94
neighborhood meeting. The determination by the City Council on three lanes
versus four lanes can be made at a later date as this is essentially a striping
decision.

Dear Mr. and Mrs. Walter:
In the past eighteen months, the City of Elk River has completed a Comprehensive
Transportation Study. This study identified School Street as an area needing upgrading to
continue to provide adequate service to the motoring public. In the past several years, the traffic
volumes on School Street have grown at an annual rate of 7%. An average growth rate for a
typical city street would be expected to be 2-3% annually.
In the past six to nine months, the Elk River City. Council has had ongoing discussions with the
School District regarding the upgrading of School Street between TH 169 and Jackson Avenue.
Currently, the City is working on plans to upgrade School Street in 1994. To share information
regarding their plans and to solicit input from the abutting residential properties, the Elk River
City Council has scheduled the following hearing:

ELK RIVER CITY HALL COUNCIL CHAMBERS
Prior to this hearing during the week of March 21, the right-of-way on the south side of School
Street will be delineated with orange painted wooden lath. This does not indicate the width of
a reconstructed School Street. However, this will provide a reference point for discussions of
road improvements at the informational hearing.

I want to thank you for listening to our concerns and
opinions at the January 31, 1994 joint meeting. It was a
good exchange of information and an opportunity to
understand each other's point of view. This understanding
and exchange can be the basis for mutual projects and
cooperative efforts that will serve our constituents well.

Shortly after the joint meeting, the full School Board met
to discuss the School Street situation in light of the new
information and the exchange of ideas and opinions. The
following is my attempt to set down the School Board's
position on School Street improvements.
First, if we had our way and if only the schools concerns
mattered, the improvements to School Street would involve
only the intersections and Freeport Avenue. School Street
would not be widened or changed in any other way. This is
based on what I would call the "if you build it they will
come" theory of roads and highways. That is, if the road
goes from two to three or three to four or four to five, it
won't matter because the cars will find and fill these roads
faster than we can improve them. The School Board doesn't
want us to make School Street a magnet for more cars.
Second, based on the above belief, we encourage the city to
find and establish other east/west roads, the sooner the
better.
Third, if School Street has to be widened, we prefer that it
be lined as a three rather than four lane road. We believe
that three is safer for students who cross on foot. The
attached article about an accident in st. Paul describes our
worst nightmare.

Fourth, we believe that our students would be safer with a
sidewalk on the southside of School Street. Children walk
there now, despite our efforts to move them to the sidewalk
on the north side, and we believe an effort should be made
to make it safer for them.
And finally the School Board is prepared to act on the
necessary easements and appreciates the Council's serious
consideration to the needs of the children.
