Discussion
TIle 2006 park impro'vement budget included neigllborllood park projects at l<leiver Lake Fields,
rvleado\\rvale Heigllts and a trail connection in I(liev"'er Park Pointe. Council aUdl011.zed staff to ad'Tertise
for bids on June 1,2006. Tluee bids \vere received; one \vas rejected for being incomplete. TIle lo\v bid
\vas $263,296 by 'l eit and COlnpany, Inc. of Rogers, ~vfN. TIle engineers estimate \vas $222,000 including
a conungency.
In preparing estimates, engineering staff took a\rerage unit costs from 2005 and added an inflation factor.
Staff Ilas analyzed the bid results, and dle unit costs dlat came in higller tllan dle estimate \vere related to
grading and trail preparation. Tllese acti'Tities in,Tol,Te l1eav}i equipment and therefore are subject to
increased fuel costs. Staff belie'Tes that \ve received cOlnpetiti'Te bids and that tlle cost of these projects
\vill only increase if delayed until tlle future.
Financial Impact
$263,296 from park dedication fund. TIle funds current balance is $1,741,951.
