SUBJECT: Playground at Twin Lakes Elementary
ITEM:
Consider using park dedication funds to help fund a playground at Twin Lakes Elementary.
BACKGROUND:
The new elementary school in east Elk River did not have a playground included in it's
construction budget. Principal Daniel Collins is seeking partners to help with funding and
has requested the City of Elk River consider participating in this project. The playground
would not be fenced and would be open for public use on weekends, evenings and all
summer long. .
ANALYSIS:
Elk River does not currently have a major "destination" playground. Staff believes that a
large play structure at this site would be a community asset that would enhance both the
school and the large River Park development. There will be two city parks in this area, but
one will be across a busy county road and the other is over a half mile away.
ACTION REQUESTED:
Recommend to City Council that park dedication funds be used to match the funds
provided by the school district with the goal of building a major, destination playground in
east Elk River.

Dear Bill Mertz, Mayor Klinzing & Council Members
I am writing to you to see if the city would have an interest in a partnership on a playground
with the school district and the new school being built, Twin Lakes Elementary.
The bond that's being used to build the school had no money in it for a playground. There
really are no city parks in the area of Twin Lakes Elementary. With the school being built
and all the baseball & soccer fields that will go in for school & community use I'd like to ask if
the city would like to help fund a playground for the school and the area.
The playground that went in at Hassan Elementary was around $125,000 for the
equipment and $ 50,000 for the surface. I believe that the city of Rogers and Hassan
Township went together on a joint effort to help fund the equipment & the district paid for
the surfacing.
The principal worked with a group of parents, students and a playground company to come
up with a fun design to fit the site. I've seen their playground and it looks awesome. I
talked to principal Adamson and she stated that the playground is used nonstop by the
community in that area and by others that drive over to use it.
I'd be more than happy to sit down with you and discuss this opportunity. Please give me
