National Mountain Bike Patrol

The City of Elk River has been approached by the National Mountain Bike Patrol to assist
the City in patrolling Hillside Park.
Background
Hillside is not currendy patrolled. We believe this would be a great partnership for the City.
I have attached a proposal put together by Ross Demant for an agreement between the City
and the National Mountain Bike Patrol.
Action Request
Staff requests approval of the attached proposal.

SUBJECT:
National Mountain Bike Patrol
The City of Elk River would like to grant the request from the National Mountain Bike Patrol (NMBP)
to patrol Hillside Park in Elk River. In exchange for patrolling Hillside Park, NMBP members who are
patrolling Hillside Park will be given a free season pass each year they patrol.
To stay within good standing with the City of Elk River the NMBP will provide the following service:
1. Work with the City of Elk River to identify appropriate partnership opportunities (trail projects,
education programs, and patrols at other community events) and jointly pursue such projects in
conjunction with the mountain biking community and the City of Elk River.
2. Provide technical assistance to land managers and communities involved with projects,
educational activities, patrols and mountain biking activities.
3. Provide training and instruction to members regarding "Rules of the Trail", and "Tread Lightly!"
ethics programs.
4. Provide technical expertise to the City of Elk River to address mountain bike management at
Hillside Park.
5. Maintain as appropriate, National or equivalent certifications for First Aid, and CPR.
6. Offer basic mechanical assistance as needed to fellow bicyclists.
7. Encourage safe and courteous trail use and responsible bicycling.
8. Serve as ambassadors for the sport of mountain biking and encourage cooperation with all park
users.
9. Members will not attempt to enforce any local. state or federal laws while on patrol at
Hillside Park. Patrollers are encouraged to carry cellular phones while on patrol and contact
local officials of any accidents or unusual occurrences noted while on patrol. All enforcement
and follow-up action will be made Elk River law enforcement officials. Nothing in this section
shall prohibit law enforcement and parks and recreation officials from providing information to
the BPT of activities and/or problems that they would like patrollers to be aware of.
10. Bike Patrol personnel will be readily identified as such with approved patches, shirts or NMBP
Jerseys.
11. Members of the bike patrol will be identified to the City of Elk River and mutually agreed upon
to serve in such a capacity.

12. Provide City of Elk River with monthly patrol plan, and monthly reports of patrol operations.
13. Prepare an Annual Plan of Operations and present to the City of Elk River for Approval. Tbis
plan may be modified as necessary.
14. Review this agreement with the City of Elk River no less than annually and modify as necessary.
