SUBJECT: Boy Scout Storage Building
INTRODUCTION
The Boy Scout troops in Elk River have been looking for a site to construct a
storage facility. The Boy Scouts have approached the City to determine if it
has ,any sites that could be used for this purpose. Street Superintendent, Phil
Hals, has indicated that one possible site for a mini storage type of facility
may be the drainage parcel of property that the City owns directly east of
Pete's mini storage.

Prior to going through any conditional use permit or any other city process, I
recommended to the Boy Scouts that they review this concept with the City
Council. If the Council is absolutely opposed to any facility on this property,
or the disposal of city property for this purpose, then the Boy Scouts can
reevaluate their options and explore other opportunities.
Many details would have to be worked out before this proposal could proceed;
especially the liability issue as indicated in the attached material from the
Boy Scouts. If a facility is constructed in this area, it seem appropriate for
the City to consider disposal of some or all the property to the Boy Scouts and
simply retaining a drainage easement in this area.
Todd Anderson is anticipated to be in attendance at this City Council
meeting to review the Boy Scout proposal with the City Council. All
Councilmembers are encouraged to drive by this site to become familiar with
this area.
The parcel in question was obtained in 1989-90 through the tax forfeiture
process. The City paid assessments on this lot, plus $3,900 for the piece of
property. In a similar manner in the 1991-92 timeframe, the City purchased
Lot 1 directly west of the mini storage for recreation purposes.

Essentially, the City is responding to a request from the Boy Scouts as to
whether or not their are any City parcels of land that would be available for
their proposal. The parcel suggested by Phil Hals seems the most likely of all
City property. Above and beyond the Boy Scout proposal, the City Council
should also keep in mind that if this request is approved, they may receive
future similar requests from other nonprofit organizations.

PROPOSED SCOUT STORAGE BUILDING
ON LOT 4 OF BLOCK 1 OF RIDGEWOOD EAST

OWNED BY THE CITY OF ELK RIVER
SUMMARY
The three scout troops in Elk River need storage space to store
their camping equipment. The American Legion has appropriated up to
$15,000.00 to build a storage building for Troops 90, 99 and 111. The
construction of the building will be done mainly by professional
carpenter/volunteers. Material will be acquired at reduced cost and
the building will be placed on city owned property and maintained by
the Elk River scout troops.
BUILDING
The building will initially be sized at 30 ft. by 60 ft. and
subdivided into three parts, one for each troop. Layout allows for
future expansion for use by other community orientated youth
organizations, as depicted on Plot Plan. Adequate room is set aside for
the existing storm water runoff holding pond on said Lot 4.

their property. In addition, the scouts also have their own liability
insurance which will cover them while at the building site.
