SUBJECT: CHAMBER OFFICE SPACE PROJECT
INTRODUCTION
At its April 18th meeting, the City Council will be asked to consider a request
by the Area Chamber of Commerce to allow the office building currently at
317 Main Street to be moved to a temporary "staging" area on the former
City Hall site until such time as a foundation is constructed for said building.
BACKGROUND
e Progress is continuing with the Chamber's plan to site its permanent office
building on the former City Hall property at US Highway 10, Main Street,
and UP A Drive. For example:
. The Elk River HRA agreed to incur costs related to the design and
construction of certain improvements planned for most of the City's
site at Highway 10 and Main Street;
. The Chamber is working towards finalizing the costs associated
with its permanent office space. This initiative includes an updated
building elevation design (attached) plus a foundation and floor
plan;
. Staff is working with the consulting engineer regarding the precise
placement of an access road from UP A Drive that would serve the
Chamber site and a possible park and ride lot;
. Staff is also working with the City Attorney regarding the terms
and conditions of a lease by and between the City and the Chamber
of Commerce.

As with most projects, timing is a critical element. In order to accommodate
the completion of the office/townhouse project at Main Street and Freeport

Avenue, the office building at 317 Main Street will have to be moved off of
this site relatively soon. Unfortunately, neither the City nor the Chamber is
prepared to allow for the Chamber building to be sited on the City property
at this time. With that, the Chamber is requesting that the City Council
approve the moving of the building from 317 Main Street onto a "staging"
area until such time as the new foundation for this building is constructed.
Once this occurs, the building can be moved onto the foundation at its
permanent location. Hopefully, the time in which the office sits at a staging
area can be minimized.
Should the Council agree to this request, it can also anticipate approving a
lease with the Chamber of Commerce at a future meeting. Meanwhile, City
staff will work with its consulting engineer and the HRA to develop an
overall design, (curb, access roads, off street parking, commuter's lot, etc.)
associated with this site.
ACTION REQUESTED
e
The City Council is asked to approve a request from the Area Chamber of
Commerce which allows an office building to be moved to a temporary
staging area at the former City Hall site until a foundation is constructed for
the building.
This motion should contain the following conditions:
· The Chamber obtain a house moving permit; and,
· The Chamber agree to move the building off of the former City Hall
site in the event, say, project financing cannot be obtained and the
project does not move forward.
