Introduction
The 193rd Avenue Corridor extension received preliminary approval for federal funding through
SAFETEA-LU.
Discussion
Mn/DOT District 3 is preparing to submit their proposed State Transportation Improvement
Program (STIP) for 2007 - 2010. In that will be included the 193rd Avenue Corridor in the
amount of $996,000 of federal funds. The project will be programmed in fiscal year 2010,
however, it will be possible to advance the project and construct it sooner. Mn/DOT is asking
for the City to indicate by adoption of the attached resolution their commitment to the local
funds and any other funding above and beyond the federal amount.
Financial Impact
The [mancial impact of this project has been previously discussed and will be an ongoing issue.
Essentially, the City will be responsible for all project costs above the $996,000 of federal funding.

A RESOLUTION TO COMMIT LOCAL REVENUES
TO MATCH SAFETEA-LU FUNDS FOR 193RD AVENUE
the Minnesota Department of Transportation (MnD01) established eight Area
Transportation Partnerships throughout the State of Minnesota to develop prioritized lists
of transportation projects seeking federal funding under Safe, Accountable, Flexible,
Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) for inclusion in
the State Transportation Improvement Program (STIP); and
the Central Minnesota Area Transportation Partnership (A TP) prioritizes projects seeking
SAFETEA-LU funding in the Counties of Benton, Cass, Crow Wing, Isanti, Kanabec,
Mille Lacs, Morrison, Sherburne, Stems, Todd, Wadena, and Wright; and is currently
finalizing the completion of its 2007-2010 Area Transportation Improvement Program
(ATIP) that becomes a subset of the 2007-2010 STIP; and
Region 7W Transportation Policy Board (fPB), representing the Counties of Benton,
Sherburne,..Steams and Wright supports the ATP in the execution of its responsibilities by
soliciting and selecting projects in Region 7W and recommending them for inclusion in
theATP's DraftATIP; and
the ATP grants regions the authority to reduce the federal SAFETEA-LU amount
requested by applicants in order to maximize limited federal funds and leverage local
resources to address the transportation needs of each region; and
Region 7W TPB recommended the A TP program federal funds in the amount of
$996,000 in year 2010 of its 2007-2010 ATIP for construction of new road segment of
MSAS 104 from 193red Avenue/Xavier Street to 0.65 mile east to Twin Lakes
Road/Sherburne County State Aid Highway 13 submitted by the Gty of Elk River; and
each agency must acknowledge the amount of federal funds recommended by the Region
7W TPB and commit the necessary- local funding to match the SAFETEA-LU funds
requested, as well as any other funding that may be necessary- to complete the project as
proposed in its application; and
Gty of Elk River acknowledges the $996,000 in federal SAFETEA-LU federal funds that
is being recommended by the ATP for construction of new road segment from 193rd
Avenue/Xavier Street to 0.65 mile east to Twin Lakes Road/Sherburne County State Aid
Highway 13 and understands that a minimum local fmancial match of $249,000 will be
necessary- based on the present cost estimate to fully implement the project.
NOW, THEREFORE, BE IT RESOLVED by the Gty Council of the Gty of Elk River, Minnesota:
The Gty of Elk River agrees to commit the necessary- local revenues to match the SAFETEA-LU
funds approved by A TP and included in the STIP and to cover any other costs that may be necessary-
to complete the project as submitted.
