Introduction
The Clean Up events, sponsored by the City and Sherburne County (through SCORE grant funds), are
extremely popular because they offer a way of properly disposing of many waste materials in a "one stop,
drop" fashion at a reduced (subsidized) rate. Due to bans keeping televisions and electronics (such as
computers) out of landfills, the clean up events will be an ever increasingly popular disposal avenue for
the City's residents.
Discussion
This year's Spring events suffered significant reductions in the number of participants and items
delivered. Two factors were likely causes for the reduction... weather and increased costs. The increase in
costs was put in place to offset the cost of disposal for the city since the County only subsidizes the
Clean-Up Day.
Financial Impact
The City of Elk River subsidizes approximately half the cost of disposal for residents participating in
these events.

Staff recommends the following:
1. Continued funding of Clean Up events to ensure proper disposal of waste products, some of
which are banned from landfill disposal.
2. Continued support of recycling projects designed to remove problem materials from the
waste stream (i.e. electronics and mattresses).
3. Returning to the 2005 price matrix to allow staff to determine where cost increases are
necessary.

The following is a break down of the fmancials and materials collected from the City's
Spring Clean-Up day at the Public Works Department and Clean-Up Week at the Elk River
Landfill. These events served 239 households (70 during the week and 169 on Saturday).

Recommendation
Staff is requesting City Council to continue funding clean up weeks in the Spring and Fall
along with the Clean-Up Day the end of April. This is a very successful program that
residents look forward to participating in each year. However, the Spring events experienced
a significant reduction in participation from previous years.
Staff expects that the increase in prices (as well as the cold, rainy day on Saturday) kept
participation low. As a result, staff is recommending that prices be lowered to 2005 rates for
the Fall Clean-Up Week (October 16 - 20) to be able to determine where increases are
necessary.
