On October 4, 2005 the Library Board interviewed three architectural firms and selected KKE architects to provide these services. KKE presented their findings to the City Council that the site across from City Hall overlooking Lake Orono was the most appropriate location. The decision was based on land area (ability to expand in the future), visibility and connection to other publici cultural amenities. The City Council directed staff to negotiate a contract with KKE to begin architectural services to construct a Library at the subject property. The City's intent is to build the Library with Leadership in Energy and Environmental Design (LEED) Certification standards. The LEED Green Building Rating System is a voluntary, consensus-based national standard for developing high performance, sustainable buildings. Many aspects of the building design is to meet the LEED standards such as day lighting, high performance mechanical and electrical systems and minimizing the amount of impervious surface on the site. Analysis Building Design The proposed structure will be approximately 16,542 square feet in size and is situated on the site to maximize its visibility, take advantage of the lake view and provide the needed area for a future addition. The building exceeds the required setbacks. This center area is higher to maximize daylight through clerestory windows. The public entrance into the library will be on the west side of the building near a pedestrian drop- off loop. The exterior of the building will consist of aluminum storefront, glazing, brick and zinc panels and decorative colored glass for areas of focus. The service area along the south face of the building will enclose the trash dumpster and transformer and will be screened with an eight-foot tall masonry wall on the north and east sides. A gate and fence screen this area from the south. There is a proposed area on the southwest comer of the building for a 1,SOO square foot coffee shop / cafe. This area is being looked at as a pricing alternative and could possibly be constructed. This area would have minimal impacts on the required parking and there is adequate space on site for additional parking. S ignage The main building signage is proposed along the west elevation. This signage is to be aluminum cast letters, lS-inch high, to read "Elk River Public Library". A double sided, backlit, 30 square foot sign is proposed on the chimney which will read "Library'~ Currently no monument sign is being proposed, but if desired in the future, it will be located on either side of the entrance drive. The signage shall not be taller than the monument sign for the City Hall/Public Safety campus, not to exceed 20-feet in height. Lighting Four decorative light poles (25-feet tall) will be located in the public parking lot with one in the staff parking area. These lights will meet the LEED requirements for zero fall out lighting, which means no lighting will cross the property line. This does not decrease the amount of lighting, only the type of fixture and direction. There will also be 10 decorative lighting bollards along the front turn around and entry. The back drive thru will also have 5 decorative lighting bollards and 4 at staff entry area. The canopy/overhang area is also provided with downlighting. Additional fixtures will be installed at required exits as required by code. Hours of Operation The current hours of operation are: Mondays and Wednesdays 10 am-S pm Tuesdays and Thursdays 12 pm - S pm Fridays 10 am - 5 pm Saturdays 9 am 2 pm Sundays the Library is closed. Parking and Circulation The site will be accessed off of Orono Parkway directly across form the existing access into the City Hall/Public Safety campus. A pedestrian crossing is also being proposed in the same location. Staff will be looking into the possibility of making the intersection a four-way stop. The circulation within the site consists of a parking area broken up by a rain garden/landscaping, a pedestrian drop- off loop and also a drive-up book drop. The majority of the public parking is situated on the west side of the property to help keep it away from the neighboring residential properties. Staff parking will be located on the south side of the proposed building. The parking does meet the minimum ordinance requirements. Again parking was kept to the minimum amount required for LEED's. The library can also utilize the parking at City Hall if needed and a pedestrian crossing is being proposed. There is adequate space on site for future parking for an addition and coffee shop/cafe. Landscaping The eastern and southern edges of the property are heavily planted with existing evergreen trees which will provide screening from the adjacent residential properties. The building has been located on the site to maintain as many of the existing trees as possible. The three existing trees that will be lost with site work are being replaced with 7 trees of a similar species. Additional trees are being included, such as 12 boulevard trees along the south side of Orono Parkway, 18 shade trees in areas to help shade the asphalt surfaces and several ornamental trees. Native plantings, several rain gardens and a butterfly garden are also being proposed on site. The landscape plan meets the ordinance requirements. Standards for Issuance of a Conditional Use Permit (Section 30-654) The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: 1. Will not endanger, i,!jure or detrimentallY qifect the use and e'!!qyment of other properry in the immediate viciniry or the public health, scifery, morals, comfort, convenience or general welfare of the neighborhood or the ciry. 2. Will be consistent with the comprehensive plan. 3. Will not impede the normal and orderlY development and improvement of surrounding vacant properry. 4. Will be seroed adequatelY f?y and will not adverselY qifect essential public facilities and services including streets, police and fire protection, drainage, refuse disposal, water and sewer rystems, parks and schools; and will not, in particular, create trqffic congestion or inteiference with trqffic on aqjacent and neighboring public thoroughfares. 5. Will not involve uses, activities, processes, materials, equipment and conditions of operation that will be detrimental to a'!} persons or proper(} because of excessive trqffic, noise, smoke, fumes, glare, odors, dust or vibrations. Will not result in the destruction, loss or damage of a natura4 scenic or historic feature of mqjor importance. 7. Will fulfy compfy with all other requirements of this Code, including a'!} applicable requirements and standards for the issuance of a license or permit to establish and operate the proposed use in the ciry. If denial of such a permit should occur, it shall accompany recommendations or determinations by findings or a report stating how the proposed use does not comply with the standards set forth in Section 30-654. In the review of the standards for CUP as outlined, it appears that the addition is consistent with all of these standards, and staff can support the issuance of a CUP. Plannin~ Commission Action No one spoke at the public hearing. Two questions raised by the Planning commission were clarification of where the future addition could go and what are the required setbacks and what are the setbacks of the building. It was clarified that the building exceeds the required setbacks. The Planning Commission unanimously recommended approval of the request. Recommendation Staff and the Planning Commission recommend the City Council approve the request with the following conditions: 1. The building shall meet all applicable building codes. 2. The building shall meet all applicable fire codes. 3. All building materials shall be similar in style and type to those shown on the drawing dated July 20, 2006. 4. All landscaping shall be installed as shown on the drawing dated July 20, 2006. 5. All site plan amenities shall be as shown on the drawing dated July 20,2006. 6. All site lighting shall meet city ordinance requirements. 7. Signage shall be as shown on the elevations dated July 20, 2006. 8. Monument signage shall not be taller than the monument sign for the City Hall/Public Safety campus (not to exceed 20-feet) and shall be located on either side of the entrance drive. 9. Sign permits shall be obtained for all signs. 10. If a coffee shop/cafe greater than 1,800 square feet is desired or in a significantly different location than as shown on the site plan drawing dated July 20, 2006, the applicant shall apply for an amendment to their Conditional Use Permit. 11. The new library is currently registered as a LEED - NC 2.2 project, and embraces sustainable design principals such as natural daylighting, a high performance mechanical and electrical systems, and rainwater gardens for on site water infiltration. The exterior of the building is aluminum storefront, and windows, brick and zinc panels, with decorative colored glass sprinkled for areas of focus. Special areas are designed with specific user groups in mind, including an enhanced children's area, a teen area, a reading room, quiet study rooms, central fireplace, and future coffee shop. A large multi-purpose room is available for various public events and meetings. The library is placed on its site to maximize views of Orono Lake and will allow for future expansion of up to 50% more square footage. Along Orono, a double sided, backlit, 30 sf sign is proposed on the fireplace. A double-sided sign is also proposed along the South elevation at the drop box to read, "DROP" in 8" letters. The main building signage is proposed along the West elevation. This signage is to be aluminum cast letters, 18" high, to read "ELK RIVER PUBLIC LIBRARY". All proposed signage is on the building. The proposed site is designed to provide the required 54 stalls, 8 of those required stalls are shown located near the staff entry for easy after hour access for the 5-7 library staff members. The building has been located within the site to provide proper orientation to maximize North and South daylighting opportunities and to maintain as may of the existing trees as possible. The three existing trees that will be lost with site work are being replaced with 7 trees of a similar species. These existing and proposed new trees provide a significant screen to the adjacent residences. The service area along the South face of the building will enclose the trash and transformer and are screened to the North, East and West with a masonry wall to 8', and a screen gate and fence to the South.
