RE: CITY'S DESIGNATION OF MUNICIPAL STATE AID (MSA) ROUTES
Dear Mr. Klaers:
The City of Elk River currently has 22.43 miles of City streets designated as MSA routes.
This mileage, eligible for improvements using funds provided by gasoline tax revenues, is
calculated based on the total miles of improved roads within the City. As development
continues, additional mileage can be added to the MSA system. Based on development in
1993, 1.34 miles of additional roads can be added to the City's system for a City total of
23.77 miles.
We have reviewed the roads presently designated on t.ie MSA system and the City's
Comprehensive Transportation Plan to determine which roads should be added. Discussions
with City staff have also led us to recommend that some roads, presently on the system, be
deleted to allow other roads to be added. As shown by the attached map, we recommend
that several roads be added to or deleted from the MSA system.

201st Avenue NW reflects the need for additional east-west corridors in the City. This route
is identified in the City's Comprehensive Transportation Plan as a proposed minor arterial
addition to the existing street system. This route would help to address traffic congestion
concerns on School Street, Proctor Avenue, and County Road 1.
193rd Avenue, also cited in the City's Comprehensive Plan, would provide a link between
the eastern portion of the City, including CSAH 22 from Anoka County, and the
existing/future commercial development along TH 169. Projected traffic demands indicate
a need for this roadway improvement. This route would help to alleviate congestion at the
intersection of Main Street and TH 169.

The Industrial Access Road, located south of TH 10, would connect Joplin Street and Waco
Street, and serve development in the City's proposed Business Park area. Discussions with
City Planner Steve Ach indicate that this road would encourage additional development as
well as provide service to County facilities located in the western area of the City. This road
would be constructed in response to the rapid growth in the western area, as evidenced by
recent trunk utility improvements and the new bridge over the Elk River.
In order to add these roads to the system, with a total of 4.58 miles, it would be necessary
to use the available 1.34 miles of additional designation and delete some roads from the MSA
system.

Available mileage for designation
The mileage for addition ald deletion are equal, so the City will have a total of 23.77
miles esignated as MSA routes.
The removal of Joplin and 183rd Avenue (Orono Parkway) is in response to portions of
these roads being built by developers as the area is platted and the northerly movement of
the 183rd alignment to more directly serve the proposed Business Park. Smith Street
north of County Road 33 is a non-existing road added to the system when the rules
required MSA routes to end on CSAH roads rather than County roads. That rule has
since been relaxed. Highland Road is unlikely to ever be upgraded to MSA standards,
given its residential character and the routes proposed in the Comprehensive
Transportation Plan.
As future mileage for MSA designation becomes available, we would recommend that
197th Avenue between TH 169 and Tyler Street NW be deleted. This would enable an
additional 0.94 mile of MSA routes to be designated to establish the Comprehensive
Transportation Plan routes.

Please find attached the necessary resolutions for addition and deletion from the City's MSA
system. The State imposed deadline for changes to the MSA system, while allowing the City
to collect funding allocations in 1994, is May 1, 1994. In other words, the attached
resolutions must be reviewed, adopted, and submitted to the District State Aid Engineer
before May 1, 1994. Discussions with District Engineer Mike Tardy indicate that this
deadline is strictly enforced. It will, therefore, be necessary to consider these resolutions at
an April City Council meeting.

A RESOLUTION OF THE CITY OF ELK RIVER
RESOLUTION ESTABLISHING MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Council of Elk River, Minnesota, that the
roads hereafter described should be designated as Municipal
State Aid Streets under the provisions of Minnesota laws;
NOW, THEREFORE, BE IT RESOLVED by the City Council of Elk River,
Minnesota, that the roads described as follows, to-wit:
20lst Avenue NW from TH 169 westerly to County Road 1, 193rd
Avenue NW from TH 169 easterly to County Road 13, and Industrial
Access road from Joplin Street westerly to Waco Street NW, be, and
hereby are established, located, and designated Municipal State Aid
Streets of Elk River, Minnesota, subject to the approval of the
Commissioner of Transportation of the State of Minnesota.

BE IT FURTHER RESOLVED that the City Clerk of Elk River, Minnesota,
is hereby authorized and directed to forward two certified copies of this
resolution to the Commissioner of Transportation for consideration,
and that upon his approval of the designation of said road or portion
thereof, that same be constructed, improved, and maintained as a
Municipal State Aid Street of the City of Elk River to be numbered and
known as Municipal State Aid Street Numbers 130, 131, and 132.

WHEREAS, it appears to the City Council of Elk River, Minnesota that the
roads hereafter described should be revoked as Municipal State
Aid Streets under the provisions of Minnesota laws;
NOW, THEREFORE, BE IT RESOLVED by the City Council of Elk River,
Minnesota, that the roads described as follows, to wit:

Segment 129-020), 183rd Avenue NW from Waco Street to 350
feet west of Ogden Street (MSAS Segment 113-003), 183rd
Avenue NW from 350 feet west of Ogden Street to Naples Street
(MSAS Segment 113-004), 183rd Avenue NW from Naples
Street to Joplin Street (MSAS Segment 113-005), Smith Street
from County Road 33 to County State Aid Highway 21 (MSAS
