On April 14, 1994, we opened the bids for the Wastewater Treatment Plant Interim Upgrade.
The results of the bids are tabulated as follows:

Our engineering estimate for the project was $1,000,000. The lowest bidder was Gridor
Construction, Inc. , whose bid was about 8 % lower than our estimate. Gridor
Construction, Inc., has completed more than 20 wastewater treatment facility construction
projects in the past 10 years. The references we checked indicated that the Contractor is
competent to do the work and their performance has been satisfactory.
The intent of the wastewater interim upgrade is to build part of the planned major
upgrading of the treatment plant this year in order to compensate the failure of one of the
main treatment facilities at the existing plant. This construction is necessary to bring the
plant in compliance with the effluent discharge standards required by the Minnesota
Pollution Control Agency.

RESOLUTION 94 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
WWTP INTERIM UPGRADE OF 1994
WHEREAS pursuant to Resolution 94-23, competitive bids were solicited and received for the
WWTP Interim Upgrade as set forth in the bid tabulation attached hereto and
incorporated herein by this reference; and
WHEREAS the City Council has considered the amount of the bids and the responsibility of the
bidders and determined that Gridor Construction, Inc., is the lowest responsible
bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. The Mayor and City Administrator are authorized and directed to execute, on behalf of the
City, such contract with Gridor Construction, Inc., as is approved by the City Attorney for
the completion of the WWTP Interim Upgrade according to the approved plans and
specifications designated in Resolution 94-23.
2. The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract above specified.
