April 18, 1994 File: 230-216-20 Honorable Mayor and City Council City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: SCHOOL STREET AND JACKSON AVENUE NO PARKING RESOLUTIONS Dear Council Members: As you are aware, as part of the Elk Park Center External Street improvements, both School Street and Jackson Avenue are proposed to be upgraded. The upgrading of each of these will widen the roadways to a 4-lane width with no parking lanes. Since Municipal State Aid and Municipal State Aid Turnback funding will be utilized, it is necessary for the City Council to adopt a resolution for each of these roads indicating that parking will be banned at all times. This is a requirement of MnDOT Office of State Aid for the utilization of State Aid funding. Attached are two draft resolutions in the format suggested by MnDOT which indicate the City will ban parking on both School Street and Jackson Avenue. We would recommend adoption of both of these resolutions. If you have any questions, I will be in attendance at your April 21, 1994, special Council meeting. TJM:tp Attachments 216-1704.apr e RESOLUTION 94 - A RESOLUTION FOR THE CITY OF ELK RIVER RELATING TO PARKING RESTRICTIONS ON S.A.P. 204-107-04 FROM TRUNK IDGHWAY NO. 169 TO JACKSON AVENUE IN THE CITY OF ELK RIVER, MINNESOTA THIS RESOLUTION, passed this 21st day of April, 1994, by the City of Elk River in Sherburne County, Minnesota. The Municipal corporation shall hereinafter be called the "City", WITNESSETH: WHEREAS, the "City" has planned the improvement of MSAS 107 (School Street) from Trunk Highway No. 169 to Jackson Avenue, and WHEREAS, the "City" will be expending Municipal State Aid Funds on the improvement of this street, and WHEREAS, this improvement does not provide adequate width for parking on both sides of the street; and approval of the proposed construction as a Municipal State Aid Street e project must therefore be conditioned upon certain parking restrictions. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: That the "City" shall ban the parking of motor vehicles on both sides of MSAS 107 (School Street) at all times.
