Dear Council Members:
We have tabulated the bids opened on Wednesday, April 13, 1994, at 10:00 a.m. for the Elk
Park Center Area Trunk Sanitary Sewer and Water Improvements. There were a total of 13
bids received. The following table lists each of the bidders and their total bid:

The feasibility study prepared in February 1994 for the Elk Park Center project estimated
the construction cost for these trunk sanitary sewer and water improvements at
$610,000.00. The low bid received from Arcon Construction is approximately 16%
below this amount. Arcon Construction has previously completed similar projects. Most
recently in the City of Elk River, they completed the Western Area Improvements,
constructing trunk sanitary sewer and water out to the area of City Hall.

We would recommend award to Arcon Construction, Inc., in the amount of $510,897.71 as
the lowest responsible bidder. Attached is a draft resolution for the City Council's
consideration that authorizes the award and execution of a contract with Arcon Construction,
Inc. Consideration of this resolution should be contingent upon the closing of the public
hearing for these improvements and the approval of the Elk Park Center final plat, CUP, and
developer's agreement.
If you have any questions regarding this information, I will be in attendance at your special
meeting on Thursday, April 21, 1994.

RESOLUTION 94 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
NORTHEAST (ELK PARK CENTER) AREA TRUNK SANITARY SEWER
AND WATER IMPROVEMENT OF 1994
WHEREAS pursuant to Resolution 94-22, competitive bids were solicited and received for
the Northeast (Elk Park Center) Area Trunk Sanitary Sewer and Water
Improvement as set forth in the bid tabulation attached hereto and incorporated
herein by this reference; and
WHEREAS the City Council has considered the amount of the bids and the responsibility
of the bidders and determined that Arcon Construction, Inc., is the lowest
responsible bidder;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. The Mayor and City Administrator are authorized and directed to execute, on behalf
of the City, such contract with Arcon Construction, Inc., as is approved by the City
Attorney for the completion of the Northeast (Elk Park Center) Area Trunk Sanitary
Sewer and Water Improvement according to the approved plans and specifications
designated in Resolution 94-22.
2. The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract above specified.
