SR 10-02-2006 City of El --- River City of Elk River REQUEST FOR COUNCIL ACTION Agenda Section Meeting Date En . eerin October 2, 2006 Item Description 2007 Street Reconstruction Feasibili Administrator Introduction As the Council is aware, in odd-numbered years, the City has undertaken street reconstruction projects. It is now time to consider ordering the feasibility study for the 2007 street reconstruction project. Discussion We are presenting two areas for proposed street reconstruction. The first area is the Deerfield 3rd Addition as shown on the attached exhibit. Deerfield 3rd was the last subdivision constructed in the urban area without concrete curb and gutter and under the old street section. The streets are approximately 20 years old and are showing major distress. The Street Department spends a significant amount of time patching these areas. Also, because there is no curb and gutter, there is no storm sewer system other than a few culverts and backyard drainage areas. Reconstruction of this area would provide concrete curb and gutter, storm drainage, and potentially, sidewalks throughout the neighborhood. The second area for the City Council to consider is the Irving Avenue area. It is the area lying east of Jackson Avenue, north of 4th Street and south of School Street as shown on the attached exhibit. It involves reconstruction of most of the streets in the area with the potential mill and overlay of Holt and Gates Avenue, and 8th Street off of School Street. Also included is consideration of the paving of the alleys between J ackson Avenue and Irving Avenue. Financial Impact We have done a preliminary review of street reconstruction costs (based on our estimated cost per foot) versus number of assessable units. Using the 2006 assessment rate for the Highland Road project, it appears that approximately one-third of the street reconstruction will be assessable, with two-thirds funded by the City. Maurer, PE, City Engineer, who is requested to provide to the City Council a report advising, in a preliminary way, whether the proposed improvement is feasible and whether the improvement should thus be made as proposed or in connection with some other improvement and the estimated cost of the improvement as recommended.
