Elk Ridge Center - New Horizon Daycare has opened. - Pearle Vision is anticipated to be opened within two weeks. - The City has received a conditional use permit application for an Aldi's Grocery Store (16,000 sq. ft.) that would be located due north of Pearle Vision. - Staff has worked with a resident to have a minor readjustment of the pedestrian trail on the west side of the project to be realigned, in order to provide better privacy for a backyard viewing distance. . Carson Business Park - Walgreens is anticipated to open in approximately two weeks. - Construction of a multi-tenant building, which will include a Caribou, has begun. - The original owners of this commercial development have sold their two lots to a different owner (fIG Development). However, all conditions of the original conditional use permit will have to be abided by. . Residential Development - River Park - 6 permits issued to date. Developer anticipates submitting application for the second phase shortly. - New plat applications submitted to City: · Liberty Heights Estates · Cranberry Ridge . Elk River TBS Addition (simple plat) - Staff has completed an updated residential lot inventory dated October 2006. .~ . North of Highway 10 Redevelopment - North of Highway 10 - The Housing and Redevelopment Authority has agreed that the North of Highway 10 Project should be modified, and instead, a full "downtown" redevelopment plan should be pursued. In order to do this, they are proposing a task force be developed, comprised of the HRA members, residents, business people, representatives of various councils. This item will be presented to the City Council at their October 9,2006 meeting. . Downtown Revitalization Project - Staff has initiated a weekly information memo to the City Council that is sent out every Friday. Staff also initiated contractor meetings which are held every Wednesday. Staff is of the opinion that these aforementioned meetings have helped to establish stronger City/contractor relationships and that the number of conflicts downtown has been minimal. Road closures - The City Council recently approved a Main Street closure from October 2nd to October 23rd, and then a J ackson Avenue reconfiguration from October 30th until November 28th. Rivers Edge Commons Park - Work began on this project on September 2? and the contractors are part of the downtown contractors' meeting. Staff is looking at how to construct a micro-loan for operational needs (per Council direction). This will be submitted to the Council in November. . Holzem Project/East of County Highway 40 Properties _ Staff has submitted to the developers a series of changes that are being requested in their approval to ensure a high quality development. Developer has submitted a plat entitled "Preserve Ponds" for what is known as the Turner property. The 40-acre Turner property plat will be reviewed in November by the Planning Commission and City Council. . 169/County Road 33 Redevelopment - Anticipate starting this project in 2007, upon completion of the Land Use/Financial Marketing Evaluation Study. . Special Projects/Programs - Land Use/Financial Marketing Valuation Study is being done primarily through the Planning Department with assistance by Finance and other related entities. This work is approximately 40 percent done and is time-consuming due to its complexity. Page 2 3rd Quarter 2006 Report - Archeological dig in the City was successful in terms of its findings. - Staff has begun the investigation regarding utility boxes in the right of way. Bryan Adams, General Manager of the Elk River Utilities will be submitting a report to the staff and Council regarding location limitations and Rebecca Haug is initiating a meeting with all the utility providers, to discuss if there are additional or alternatives in location Issues. - Staff is preparing a report to the City Council regarding downtown parking issues that will be submitted in November. . Gateway Business Planning - The Economic Development Authority approved a work plan to develop a plan for this area, which includes properties along Highway 10 and also extends to the N orthstar train station. It is anticipated that the City will be able to start to market this in 2007 and that full infrastructure will be completed by late spring/early summer of 2008. - Staffis in the process of securing a bid proposal to complete a "Market Study" for this area, which, in turn, will provide additional information regarding the strength of our industrial markets. . Northstar Station - No new information to date. . Commercial/Industrial Inquiries and Actions - Staff has been working with a number of major local developers regarding industrial sites and has had discussions regarding the sale of N orthstar properties and investigating a private parcel for industrial use. - Staff has met with the County and the proposed data center user to establish a schedule for permit review and approvals. At this time, it is anticipated that they will close on the property in late winter! early spring. . Community Development Organizational News - Hiring of Sheila Cartney for the Senior Planner position. With this hire, the Community Development Department is at full staff. (Council approved the continuation of Adam MityIng until the end of 2006, since the City has had over 1,200 roofing permits due to the storm in September 2005). - On August 15, 2006, the Community Development management staff conducted a Strategic Planning Study. The results of this are shown in a "PowerPoint" presentation form as an attachment. If the Council is desirous of the staff presenting this to the Council, we could do this at a future work session. The Planning Commission will hear this presentation in October. * . 175th Redevelopment - No additional inquiries to date. Page 3 3rd Quarter 2006 Report . Landfill/Mining - State approved the Landfill Environmental Impact Study. Elk River Landfill is still negotiating purchase price with Tiller Corporation. - The Malmstrom property west of Proctor Road at the 200th Avenue alignment has started the process of neighborhood meetings, and eventually seeking approvals in early 2007 for mining operations. - Energy Issues Conference scheduled for Apri120 - 21, 2007 at Twin Lakes Elementary School with Paul Douglas as the keynote speaker on Saturday, Apri121, 2007. . City Council/Boards/Commissions - The Planning Commission conducted a special workshop hearing for temporary signs and will be looking at proposed ordinance changes. This item will be submitted to the Gty Council in October. . Building Reviews - 230 single family residential permits issued to date. - Recently issued commercial permits: . M&IBank . Complaints - Staff has been handling the usual summer issues of long grass and similar types of complaints. Staff has also sent out a letter to an individual who may be violating a home occupation permit and we will be dealing with this within the next 30 days. .
